UNICEF is the agency of the United Nations mandated to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential. Guided by the Convention on the Rights of the Child, UNICEF strives to establish children’s rights as international standards of behavior towards children. UNICEF’s role is to mobilize political will and material resources to help countries ensure a “first call for children.” UNICEF is committed to ensuring special protection for the most disadvantaged children.
UNICEF carries out its work through its Headquarters in New York, 7 Regional Offices, and over 150 Country Offices worldwide. UNICEF also has a research center in Florence, a supply operation based in Copenhagen, the Global Cluster Coordination Unit in Geneva, a fundraising division in Geneva and offices in Tokyo and Brussels. UNICEF’s 36 National Committees, which are independently-operated NGOs, raise funds and spread awareness about the organization’s mission and work.
UNICEF is using Drupal 8 as its Web Content Management System for its external web platform and ecosystem (ex: http://www.unicef.org, voicesofyouth.org). Other UNICEF managed websites are also being revamped using the same Drupal CMS. This web platform enables the creation of new field office subsites, campaign and partnership sites.
The objective of this Request for Proposal (RFP) is to select qualified digital and technology companies to enter into Long-Term Arrangements for Services (LTAS1) with UNICEF to assist with various digital projects at UNICEF using Drupal technology on any UNICEF’s approved hosting environment including Acquia.
The resulting LTAS(s) will have an initial period of five (5) years with an option for UNICEF to extend the term for up to two (2) additional one (1)-year periods, at the discretion of UNICEF and subject to satisfactory performance by the vendor(s). Kindly refer to Appendix B9 for the UNICEF’s template for Long Term Arrangement for Services (LTAS) applicable to the Categories of Services described in this TOR. Please note that while UNICEF may entertain some edits in the attached template to adapt it to the specific scope of each Service Category (Lot), UNICEF will not depart in substance from the UNICEF LTAS’s terms and conditions. Vendors are therefore, required to review the LTAS template in Appendix B9 and acknowledge acceptance of the LTAS contractual terms and conditions in their proposals. Please refer to Appendixes B6 and B8 for further information.
The procurement process will take 3-5 months from the date of advertisement of this RFPS. We expect some projects to start soon after the signature of the LTAS(s) resulting from the RFPS process.
This RFPS – comprises four (4) Categories of Services (Lots) for the technology companies to participate:
- 1) Design UX and UI professional services: This Lot 1 will select companies/agencies which provide design UX and UI services for Drupal development projects.
- 2) Drupal development services: This Lot 2 will select companies/agencies which provide Drupal development projects.
- 3) Acquia development services: This Lot 3 will select companies/agencies which provide Acquia-based Drupal development projects (Acquia Professional and Acquia Cloud Enterprise).
- 4) Drupal maintenance services: This Lot 4 will select companies/agencies which provide specialized Drupal maintenance on cloud hosted solutions used by UNICEF.
The format of this Request for Proposals (RFPS) is structured in a way to allow participating vendors to bid for one or more of the services categories (Lots) requested. Each Service Category (Lot) will be evaluated separately and the award for each of the Lots may be to more than one vendor at UNICEF’s discretion.
