East Kazakhstan Municipal Street Lighting

Item Description:

This is an update to the General Procurement Notice for this project published on the EBRD website on 14 July 2017 (8762-IFT-48200).

JSC “Public Private Partnership Center of East Kazakhstan Region” (the “Employer”), whole owned by the Akimat of East Kazakhstan Oblast (the “Oblast”), has received the loan from the European Bank for Reconstruction and Development (“Bank” or “EBRD”) to implement an investment project to modernize street lighting infrastructure in the cities of Ust-Kamenogorsk (Oskemen) and Semey.

The Employer will take over municipal street lighting (“SL”) systems and on behalf of the cities (under a public service contract (“PSC”)) will contract and supervise private operators for modernisation and further operation and maintenance of SL infrastructure.

The project, which has a total estimated cost of KZT 4.8 billion without Operate and Maintain stage, will require the procurement of the following goods, works and services:

Package #EKMSL01, Design, Supply, Install, Operate and Maintain (DSIO&M) of Street lighting system, 18 months for DSI stage and 10 years for O&M stage:

Lot №1, DSIO&M of Street lighting system for Oskemen

Lot №2, DSIO&M of Street lighting system for Semey

Open two-stage tendering for the above contracts is expected to commence in the fourth quarter of 2018.

Contracts to be financed with the proceeds of the loan from the European Bank will be subject to the Bank’s Procurement Policies and Rules and will be open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Employer’s country.
