Procurement of Moragolla Hydropower Plant Lot B – Mechanical and Electrical Facilities

The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

The Democratic Socialist Republic of Sri Lanka has received financing from the Asian Development Bank (ADB) toward the cost of Green Power Development and Energy Efficiency Improvement Investment Program – Tranche 1. Part of this financing will be used for payments under the contract named above. No nationality restrictions apply, other than any restrictions arising from ITB 4.7.

The Ceylon Electricity Board (‘the Employer’) invites sealed bids from eligible bidders for the Procurement of Moragolla Hydropower Plant Lot B – Mechanical and Electrical Facilities consisting of Part 1 and Part 2, which shall be undertaken as a single contract, covers all engineering, detailed design, manufacture, supply, testing before shipment, installation, commissioning of the following items:

Part 1: Hydromechanical Facilities

Supply and Installation of Hydromechanical facilities for dam, waterway and power house comprising five spillway gates, stoplogs, intake gate, two intake trash racks, two bottom outlet gates, surge tank gate, embedded type steel liner and steel penstock with bifurcation and two draft tube gates and intake micro-hydro waterway system and all other related facilities.

Part 2: Electromechanical Facilities

Supply and Installation of Electromechanical Facilities comprising; two units of 15,550 kW vertical shaft, Francis type hydraulic turbines coupled to, 17,800 kVA, 11kV, 50Hz, 3 phase alternating-current generators, 11kV, 50Hz Indoor switchgear, two units of three- phase, 50Hz, 11/132 kV, 20,000 kVA main power transformers, supervisory control and protection equipment, auxiliary equipment, intake dam electrical facilities, 132kV switchyard equipment, 390kW microhydro plant, telecommunication system and all other related facilities.

International Competitive Bidding will be conducted in accordance with ADB’s Single- Stage: Two-Envelope bidding procedure and is open to all bidders without nationality restrictions.

Only eligible bidders with the following key qualifications should participate in this bidding:

• Participation in at least two (2) contracts that have been successfully or substantially completed within the last ten (10) years prior to the bid submission deadline and that are similar to the proposed contract, where the value of the Bidder’s participation for each contract exceeds USD 36 Million. The Bidder shall have experienced in successful completion (within the agreed contractual period) of erection and commissioning of hydromechanical and electromechanical facilities in run off river type hydropower plants having multiple units and turbine capacity of single unit more than 15 MW.
• Minimum average annual turnover of USD 27 Million, calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.
• All pending litigation and arbitration, if any, against the Bidder shall not in total represent more than fifty percent (50%) of the Bidder’s net worth.
• As a minimum, the Bidder’s net worth for last three (3) years, calculated as the difference between total assets and total liabilities, shall be positive.
• The cashflow requirement shall be USD 5 Million.
