Greenhouse Gas (GHG) inventory management and reporting tool

The United Nations Framework Convention on Climate Change (UNFCCC) is the focus of the intergovernmental process to address climate change. The UNFCCC secretariat supports the Convention and the Paris Agreement, through a range of activities, including substantive and organizational support to meetings of the Parties.

The UNFCCC secretariat is seeking vendors able to provide a high level of expertise in developing and supporting software based management tools.

The goal is to obtain a software to manage all aspects of greenhouse gas (GHG) inventory management and reporting in developing countries, applying the 2006 IPCC Guidelines for national GHG inventories. The software must be able to facilitate in-country data gathering workflow, aggregation, calculation, QA/QC, support uncertainty management approach one and two, and key category analysis for both level and trend, perform data gap filling using IPCC splicing methods, allow visualization, inventory compilation and international reporting. The software should be multilingual, work offline, have low hardware and OS requirements, allow flexibility in data structures and their evolution without losing comparability; integrate with and import data from, legacy inventory systems.
