Framework Contract for the Provision of Support for PRS User Readiness (SPUR)

Item Description:

The present call for tenders refers to the provision of support for PRS user readiness (SPUR). The resulting framework service contract will run up to a maximum of 48 months and will be focusing mainly on awareness activities. It also comprises the elaboration of specific documents related to the PRS User Segment, as well as the provision of support to Commission for various Working Groups and development of PRS User Segment Lab facilities in a European Commission premises.

The Galileo programme is Europe’s initiative for a state-of-the-art Global Satellite Navigation System (GNSS), completely independent from other existing or potential systems. The Galileo programme consists of various phases: definition, development, validation, deployment and exploitation. The deployment phase consists of the establishment of all the space and groundbased infrastructures as well as related operations, preparing for the exploitation phase. This phase is said to be running from 2008 till 2020. Among the specific objectives of the Galileo programme, one is to offer a Public Regulated Service (PRS) restricted to government-authorised users, for sensitive applications which require a high level of service continuity. This Public Regulated Service uses robust and encrypted signals. The present call for tenders refers to “SPUR”. The resulting framework service contract will run up to a maximum of 48 months and will be focusing mainly on awareness activities. It also comprises the elaboration of specific documents related to the PRS User Segment, as well as the provision of support to Commission for various Working Groups and development of PRS User Segment Lab facilities in a European Commission premises. The future Framework Contract SPUR shall cover the following 4 Tasks:

1. Coordination and Assistance to PRS Pilot Project activities. This task shall include the technical and logistical support to demonstrations and trials.

2. Awareness and Training for Member States (MSs). This Task shall include the organisation and/or participation to workshops or fora related to different PRS User Groups. The topics to be tackled during those awareness and training activities encompass the use of PRS receivers and PRS User Segment tools, the Competent PRS Authorities (CPAs) interfaces with the Galileo Security Monitoring Centre (GSMC) as well as all the issues related to PRS equipment’s dual use and export control. More specifically this activity shall also include awareness sessions for MSs and/or CPAs to explain the contribution to the Galileo Programme of the PRS User Segment Lab facility.

3. Assistance in drafting documents related to the PRS User Segment taking into account various documents in particular derived from the Decision N° 1104/2011 on PRS Access Rules as adopted by the European Parliament and the Council on 25 of October 2011 and from the Common Minimum Standards C (2015) 6123 on 15th of September 2015.

4. Specific Technical support to the Programme and the Member States including Technical assistance to the Commission in support of various Working Groups, and in particular the Security Board (GNSS SB) and its sub-groups (e.g. Working Group PRS). This support shall include contributions to drafting PRS documents in accordance with the Programme Roadmap as well as the development of different tools and databases to facilitate the management of PRS related information by the EC. Finally, this activity shall also include support to the development of the PRS User Segment Lab facility.
