Provision of IT Consultancy Services to the European Environment Agency in the Areas of Advanced Infrastructure Operations

The European Environment Agency (EEA), referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. Subject and objectives

Description of the services and mandatory requirements

The future contractors will be requested to provide Advanced infrastructure operations, primarily related to Linux system administrations. Tasks include:

• Advanced system administration and deployment in a cloud/on-prem virtualised high availability environment;
• Infrastructure installations and administration;
• Security measures such as system updates, intrusion prevention and backup/recovery;
• Installation/upgrade and tuning of CMS, relational and NoSQL databases;
• Network management, design and optimisation;
• Management of applications deployed with Docker and Kubernetes.

The list of tasks above covers the main areas of services required but is not exhaustive. The tasks and deliverables will be specified in detail in each specific contract or order form.

During the implementation of the contract, the contractors must comply with the following EEA policies and procedures1:

• Information systems security policy;
• Relevant privacy legislations;
• Release and deployment procedures;
• Change and incident procedures.

All tasks are to be carried out in close cooperation with the relevant staff in the Data and Information Services Programme of the EEA.

The proposed team shall clearly show experience in providing the tasks described above and shall be made up of a minimum of:

• one experienced co-ordinator who will act as the EEA contact on all matters related to the contract, including the quality of the services provided;
• a group of experienced consultants who meet the requirements set in section 3.2.3 and who have a clear commitment to applying a strict quality control regime for checking the work performed at the EEA or, when relevant, before it is sent to the EEA.

The experience of the team members as well as the application of quality control measures will be assessed on the basis of the selection criteria specified in section 3.2.3 of the tender specifications, while the methodology applied will be used for the evaluation of the technical merit (see section 3.4.1 of the tender specifications).

All communication with the EEA will be in English, which is the working language at the EEA. All services and deliverables must be provided in English.
