“Supporting NGO accountability in Afghanistan: integrated downward accountability training series and perception study on the work of NGOs”
WHH commissions this integrated downward accountability training series and a perception study on the work of NGOs to make a substantial contribution to transparency and accountability to beneficiaries targeted as part of projects implemented by ACBAR member NGOs. And WHH this study is conducted as part of a BMZ funded project
Through commissioning and supporting an integrated training series and a perception study on the work of NGOs, WHH seeks to enhance the accountability of ACBAR member NGOs by enhancing their abilities to capture the perceptions of targeted populations through the development of downward feedback systems featuring closed feedback loops.
Methodology
The Consultant is responsible for suggesting an appropriate study methodology as part of his / her application as well as presenting and discussing with key staff of WHH Afghanistan’s Country Office the specific training plan / concept in alignment with the overall foreseen training.
Deliverables
- Training series consistent of three trainings lasting three days each, targeting roughly 20 participants from 10-20 participating NGOs, focusing on developing specific competencies enabling collection of data on perceptions of stakeholders and beneficiaries, the analysis and translation of the collected data into key messages, the conclusions to be drawn on necessary course changes in project implementation, and the communication with stakeholders at the end of the process to show what impact their feedback has had and what changes have been implemented as a result of their perceptions of projects, to be conducted in Afghanistan;
- One perception study on the work of NGOs comprised of one interim progress report and one final report, based on two rounds of data collection throughout Afghanistan, each targeting a minimum of 500 households plus focus group discussions
The deliverables are to be:
- Prepared and delivered in English only;
- Prepared in coordination with and actively seeking the input of WHH Afghanistan;
- Completed within the above indicated timeline.
General arrangements
- Required equipment and supporting services (laptop, recorders, translation, enumeration, etc.) is to be provided by the Consultant;
- Internet / telephone expensed/local transport are to be covered by the Consultant;
- Insurance costs will not be covered; the Consultant shall manage his / her own insurance and provide the details of this cover to WHH prior to starting the assignment.
- If the Consultant(s) requires a visa(s) to work in Afghanistan, it is his/her responsibility to acquire it. Shall a visa not be acquired one working week before the planned onset of work and send as scanned copy to WHH, WHH reserves the right to annulated the contractual agreement.
- The Consultants are requested to comply with WHH’s security rules and regulations.

- End date: POSTING DATE PLUS 24 MONTHS 20-02-2021
Your qualifications will include
- To have significant experience in providing trainings to NGOs on downward accountability, specifically to non-Western training audiences;
- To be based in Afghanistan or possessing significant experience conducting consultancies in Afghanistan and willing to travel to and stay in Kabul, Afghanistan
- WHH specifically requests the Consultant to ensure fully integrated delivery of the downward accountability training series and perception study on the work of NGOs, featuring multi-level complementarities and synergies.
- Demonstrate a strong background in data collection, analysis and the conduct of perception studies strong knowledge, familiarity of the development and humanitarian context and stakeholders in Afghanistan
Consultant /consultancy Co that, fulfil the requirements shall submit in PDF and Word / Excel formats:
- Application/expression of interest letter, signed by Consultant
- Financial and technical proposal
- Detailed CV(s) of the Consultant(s)
The technical proposal for the integrated training series and perception study must at least contain:
- Draft concept for training series + work schedule
- Methodology for study on NGO perceptions:
- Type of study design
- Sampling technique
- Data collection technique
- Methods of data compilation and analysis
- Understanding and discussion of feasibility of the TOR
- Organizational experience and capacity to undertake the assignment
The financial proposal/offer for the content of the training must at least contain the costs of personnel lead and assistant consultant, enumerators, supervisors, etc. and inputs (stationary, photocopying, etc.). Costs for unforeseen expenses should not be included in the calculation
