    Item Description:

    The Asian Development Bank (ADB) was conceived in the early 1960s as a financial institution that would be Asian in character and foster economic growth and cooperation in one of the poorest regions in the world.

    ADB assists its members, and partners, by providing loans, technical assistance, grants, and equity investments to promote social and economic development.

    The People’s Republic of Bangladesh has received financing from the Asian Development Bank (ADB) toward the cost of Rupsha 800-Megawatt Combined Cycle Power Plant Project. Part of this financing will be used for payments under the contract named above. Bidding is open to Bidders from eligible source countries of ADB.

    The North-West Power Generation Company Limited (NWPGCL), (“the Employer”) now invites sealed Bids from eligible Bidders for the Design, Supply, Installation, Testing and Commissioning of Power Transmission Infrastructure for Rupsha 800 MW Combined Cycle Power Plant on Turnkey Basis. The Time for Completion of the whole of the Facilities shall be 540 days from the Effective Date as described in the Contract Agreement.

    International Competitive Bidding (ICB) will be conducted in accordance with ADB’s Single-Stage: Two-Envelope bidding procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

    Bidders are required to have essential experiences in supply, erection, installation, testing and commissioning of power transmission infrastructure on turnkey basis under a single contract having 220 kV or above voltage trans-mission line construction having at least 20 km route length of double circuit line.

    The qualification criteria are more completely described in the Bidding Document.

    To purchase the Bidding Documents in English, eligible Bidders should:

    Visit the office of the Project Director – Rupsha 800 MW Combined Cycle Power Plant Project at address indicated above between 9:00 hours and 17:00 hours on working days from 1 February 2019 to 17 March 2019 and pay a non-refundable fee of Bangladesh Taka (BDT) 20,000 in the form of bank draft/pay order written in favor of North-West Power Generation Company Limited, Dhaka, Bangladesh.

    Request for delivery by sending a written application to the address above requesting the Bidding Documents for Design, Supply, Installation, Testing and Commissioning of Power Transmission Infrastructure for Rupsha 800 MW Combined Cycle Power Plant on Turnkey Basis. The application must include a bank draft/pay order in favor of North-West Power Generation Company Limited for the amount of BDT 20,000.00 (domestic delivery) or USD 250.00 (Overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

    Technical bids will be opened immediately in the presence of Bidders’ representatives who choose to attend, whereas the Financial Bids shall remain sealed and unopened and shall be placed locked. The Financial Bids of only Technically Responsive and Qualified Bidders shall be opened after Technical Bid Evaluation, whereas, the Financial Bids of those Bidders whose Technical Bids are not responsive and qualified shall be returned unopened after the contract is awarded.

    NWPGCL will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids, site visits etc.

    NWPGCL reserves the right to accept or reject all bids without explaining any reason.
