Provision of Periodic On-site Financial Assurance services

Item Description:

The United Nations Children’s Fund (UNICEF) Moldova invites interested companies to submit their proposals for Periodic On-site Financial Assurance services.

UNDP, UNFPA and UNICEF Agencies Offices in Moldova are interested in contracting under Long Term Arrangements one or several company/companies, as third-party service providers, to provide professional Periodic On-site Financial Assurance (spot-check) services, as detailed in the attached Terms of Reference (ToR).

The purpose of the Spot Checks assurance activity is to determine whether the funds transferred to Implementing Partners (IPs) were used for their intended purpose and in accordance with the work plan or programme document, through a review of financial records related to the management of the partnership with the UN Agency. Spot Checks will be performed in accordance to an agreed-upon procedures engagement.

The LTA(s) signed under this solicitation is expected to have a duration of 12 + 24 months. The initial LTA would be for one year (2019-2020) with an option for renewal for two subsequent years, subject to satisfactory performance evaluation and continuing need for the service.

Requirements for applying companies:

• Legal entity registered as per Moldovan legislation for providing qualified auditing services, financial assessment services, evaluation services, financial consulting services;
• At least 3 years of experience providing professional relevant services;
• Proven record of application of ISRS 4400 – at least 2 fulfilled projects;
• Previous work with UN agencies, international organisations or donors will be considered an asset (at least 1 proven record of previous cooperation);
• At least 2 relevant recommendations letters issued within the period 2015 – 2019;
• Quality control and assurance mechanism.

Hardcopy submissions:

Full proposals should be submitted in ENGLISH and must be received not later than 11:00 (EET) on 10 April 2019 in one copy, duly signed and dated. Bidders must submit a sealed proposal, with two separate sealed envelopes inside for a) the Technical Proposal (including signed Bid Form) and b) the Price Proposal.

Sealed proposals must be securely closed in suitable envelopes and dispatched to arrive at the UNICEF office indicated no later than the closing time and date. They must be clearly marked as follows:

Proposals received in any other manner will be invalidated.

E-mailed submissions:

Proposals sent by e-mail should be submitted in ENGLISH and must be received not later than 11:00 (EET) on 10 April 2019, in one separate e-mail for the Technical Proposal containing a scanned copy of the duly signed and dated Technical Proposal with the e-mail subject “LRPS-2019-9147588 Technical”, and another separate e-mail for the Price Proposal containing a scanned copy duly signed and dated with the e-mail subject “LRPS-2019-9147588 Financial”. Please password-secure the PDF file containing Price Proposal or compress it with ZIP archiver with password protection and do not provide the password until requested further by UNICEF.
