Enguri Reservoir Sediment Dredging

Item Description:

This Invitation for Tenders follows the General Procurement Notice for this project which was published on European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (http://www.ebrd.com) on 5 January 2017 and renewed on 13 August 2018.

ENGURHESI Ltd., hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the Bank towards the cost of: Enguri Reservoir Sediment Management.

The Employer now invites sealed tenders from Contractors for the following Contract to be funded from part of the proceeds of the loan:

Enguri Reservoir Sediment Dredging

Tenders for both, Option A and Option B must be submitted.

Option A:

1. Design, manufacture, supply, installation and testing, ready for commencing dredging operation of the temporary dredging equipment and all components as specified,
2. Installation of the computerized monitoring, survey and visualization system including observation ROV, light and sonar camera, visualisation and positioning system and establishment of a baseline 3D computerized Model of the dredging area,
3. Operation of the dredging plant along the upstream face of the dam to clear the bottom outlets and the approach channels by dredging of the material and relocating it underwater to another outlet for flushing, quantity to be dredged is approx. 250,000 m³,
4. Operation of special grabs to remove boulders, debris, sunken logs by underwater excavation.
5. Demobilization of temporary plant and personnel.

Option B:

1. Design, manufacture, supply, installation and testing, ready for commencing dredging operation of the permanent plant and all components as specified,
2. Installation of the computerized monitoring, survey and visualization system including observation ROV, light and sonar camera, visualisation and positioning system and establishment of a baseline 3D computerized Model of the dredging area,
3. Operation of the dredging plant along the upstream face of the dam to clear the bottom outlets by dredging of the material and relocating it underwater to another outlet for flushing, quantity to be dredged is up to 40,000 m³,
4. Operation of special grabs to remove boulders, debris, sunken logs by underwater excavation.
5. On-the-job training of two teams of the Employer’s personnel in the day-to-day operation of all dredging devices during execution of the works including submission of operation and maintenance manuals,
6. Taking over of the permanent plant by the Employer and provision of a Shadow Manager to assist the Employer during continued operation of the plant by Employer
7. Provision on demand by the Employer of support, maintenance, specialist repair and emergency services after termination of the permanent attendance of the Shadow Manager.

Any Tender which is not priced for both options will be rejected as an incomplete tender. Evaluation will be carried out independently for each option and the Employer has the right to either contract option A or option B.

Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country.

All tenders must be accompanied by a tender security of EUR 200,000 (two hundred thousand Euros).

Tenders must be delivered to the office at the address below on or before 3^rd July 2019 at 14:00 local time, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
