Implementation and Maintenance in Working Order of the Biometrics Part of the Entry Exit System and Future Shared Biometrics Matching System

Item Description:

The European Union Agency for the operational management of large scale lT systems in the area of freedom security and justice (hereafter the Agency) is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the Guide for Candidates with their annexes and the draft framework contract.

The CfT covers the implementation of the central Biometric Matching System (BMS) for EES, its transition to operations, followed by the corrective, adaptive, preventive, perfective and evolutionary maintenance as well as associated transversal services, support to Member States trainings and handover to the Contracting Authority and/or the next contractor. It also includes foreseen evolutions for the future integration of SIS II, EURODAC, VIS and ECRIS-TCN with the central BMS in the context of interoperability.

Submission of request to participate This contract will be awarded in two steps. As a first step, if you are interested in this contract, if economic operators are interested in this contract, they are invited to submit a request to participate in one of the official languages of the European Union. In a second step, only selected candidates will be invited to submit a tender. Any tender received from a legal or natural person not invited to tender will be rejected. Economic operators must submit a request to participate/candidature in duplicate, in one of the official languages of the European Union as follows:

1. ln paper form one original and one copy: the original should clearly be labelled “Original” and the copy as “Copy 1”
2. in PDF (searchable version), MS Word, Excel or compatible format on CD-ROM/USB. ln case of any discrepancies between paper version and the CD ROM/USB version of the candidature, the contents of the original paper version shall prevail.

The candidature documents must be submitted.

1. either by post or by courier not later than 26/o6/2019, in which case the evidence of the date of dispatch shall be constituted by the postmark or the date of the deposit slip, to the address indicated below.
2. or delivered by hand not later than r7.oo CET on 26/o6/2019 to the address indicated below. ln this case, a receipt must be obtained as proof of submission, signed and dated by the official in the Agency’s department who took delivery.
