Support to Procurement, Implementation and Monitoring of Energy Efficiency Projects in Chisinau and Yerevan

Brief description of the required services

The purpose of this Technical Assistance operation is to assist the Municipality of Chisinau and the Municipality of Yerevan in implementation of the projects for the energy efficient rehabilitation of public and residential buildings in Chisinau and Yerevan in an efficient, effective, coordinated and sustainable way and in line with the provisions of the EIB Finance Contracts. The Technical Assistance will be a combination of technical expert support, procurement support, and capacity-building efforts of the two Municipalities, as well as other activities aimed at a successful implementation of the lending operations in two cities. The activities include the update of the Feasibility studies, procurement support, Implementation arrangements, and implementation support. The consultant will work under the umbrella of the Municipal Project Implementation Unit (PIU), which is managed by the respective Municipality representative. The operation will be implemented by a team of 3 key experts including a team leader, an energy auditor, and a procurement expert. They will be supported by a pool of Non Key experts.
