The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) now invites proposals for the above-captioned service.
The purpose of this Request for Proposals (RFP) is to identify vendors that can provide e-learning related services on an as-needed basis. These Vendors will be awarded Indefinite Quantity Contracts (IQC) or Framework Contracts for an initial period of 3 years with an option to extend for up to maximum of 3 more years subject to satisfactory performance.
The Global Fund will issue individual Purchase Orders to the vendor under these IQCs to cover cost of specific projects related to the services described herein. Such Purchase Orders will specify the scope of Services to be performed, time of performance, the price, and other aspects of that assignment. The Global Fund may issue Purchase Orders under these IQC on either time and material or a Fixed Price basis.
The initial engagement, as outlined in the Annex, is expected to:
- Design e-learning courses on key stages of the grant life cycle, including modules on policy, processes and roles and responsibilities;
- Create a prototype of the course to be delivered; and
- Deliver modules that are tailored to internal and external audiences in English, French, Spanish and Portuguese.
Global Fund
The Global Fund to Fight AIDS, Tuberculosis and Malaria (“the Global Fund”) was created to significantly increase resources to fight three of the world’s most devastating diseases (AIDS, Tuberculosis and Malaria), and to direct those resources to the areas of greatest need. As a partnership between governments, civil society, the private sector and affected communities, the Global Fund represents an innovative approach to international health financing.
The New Funding Model, implemented from 2014 onwards shifted the Global Fund to an allocative process that distributes funding to countries with the greatest burden and least ability to pay.
The Global Fund operates with three core principles: partnership, country ownership and performance-based funding. By challenging barriers and embracing innovative approaches, the Global Fund strives for maximum impact.
The Global Fund’s Secretariat, based in Geneva, is responsible for day-to-day operations, including mobilizing resources from the public and private sectors, managing grants, providing financial, procurement, legal and administrative support, as well as reporting information on the Global Fund’s activities, program performance to the Board and the public.
The Global Fund’s primary business is to allocate funds to countries around the world. Each country follows the funding cycle described below, starting with their funding request once they receive an allocation letter from the Global Fund announcing the amount of funds the country will receive from the Global Fund for the next three years. The proposed funding requests are reviewed by the Global Fund’s independent Technical Review Panel for technical merit and rigor and then they move to grant making, when country stakeholders develop the detailed budget, performance framework and other key technical documentation that outlines what the grant will achieve. Grants are then reviewed by the Global Fund Secretariat and approved by the Global Fund Board, after which the grants are signed with the Principal Recipients (PRs), who will oversee the implementation of the planned activities and have the fiduciary responsibility for the grant funds.
