    Item Description:

    The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).

    The Government of Liberia through the Ministry of Finance and Development Planning received US$1,400,000 for the Technical and Capacity Building Assistance Project funded by the African Development Bank. The project primary objective is to support the Government of Liberia strengthen its capacity to deliver the much needed services to its people. The project is composed of three components and one of them is to undertake feasibility studies to support the development of Special Economic/Agro Processing Zones. The project intends to apply part of the proceeds of the funding for eligible payment under the contract to hire a consulting firm to conduct Feasibility Study and provide Master Plan for the Buchanan Economic Zone and Special Agro Industrial Processing Zones (SAPZs) in Liberia.

    The services included under this project are addressed below:

    The General Objective is to conduct a feasibility study and provide a master plan for the entire Special Economic Zone (SEZ). The specific objective is to undertake a detailed feasibility study, carry out analysis and develop a complete master plan for the Special Agro Industrial

    Processing Zones (SAPZs) in Buchanan Special Economic Zone. This is expected to lead to the rolling out of the SAPZ in Liberia to spur agro industrial development and contribute to economic growth and job creation.

    The Scope of the Services to be performed

    The Firm with the requisite skills and experience will be responsible for the following activities:

    1. Carry out a comprehensive feasibility study and provide a master plan for the entire SEZs on a multi-sector basis;
    2. Assess in detail the agricultural value chains and recommend interventions that will help improve production efficiency;
    3. Undertake a value chain analysis, assess the production gaps, challenges and marketable surplus (if any) in the target commodities;
    4. Identify and design Rural Transformation centers (RTCs) located strategically in Bong, Grand Bassa and Nimba Counties. These RTCs should also consider taking advantage of the existing AFDB SAPEC project activities and the proposed Word Bank project activities STAR-P;
    5. Carry out zoning of identified components and develop a master plan and outline business case for the entire SAPZ park within the SEZ in Buchanan;
    6. Carry out an Infrastructure gap analysis and location analysis with broad specifications and designs for both external and internal infrastructures;
    7. Carry out the Project costing and viability analysis for the SAPZ Park and respective RTCs;
    8. Develop the Project implementation strategy, project implementation structure, and legal aspects;
    9. Develop the Project Implementation schedule and micro level action plan;
    10. Develop a Risk mapping and mitigation strategies for the SAPZ Project;
    11. Provide an analysis of the beneficiaries and contribution to job creation and other benefits in Liberia;
    12. Provide explicitly the cost and price assumptions (dataset) to inform further evaluation at project appraisal and implementation phase.

    Minimum Qualification, Skills and Experience:

    The desired expertise required from the firm will include an infrastructure specialist, an agricultural economist with value chain assessment expertise all with a minimum of Master’s degree in relevant subject area and at least 10 years of post-qualification experience and survey/mapping expert with a minimum of first Degree and at least 8 years hands-on experience in surveying and mapping.

    The Project Management Unit (PMU) of the Ministry of Finance & Development Planning (MFDP) now invites eligible consulting firms to indicate interest in providing these services by submitting their Expressions of Interest demonstrating experience in performing similar assignments with references and showing responsiveness to the qualifications requirements outlined in this REOI.

    The consulting firm will be selected in accordance with the Quality and Cost Based Selection Method in accordance with the African Development Bank’s “Procurement Policy Framework for Bank Group Funded Operations” October 2015 which is available on the Bank’s website at http://www.afdb.org.
