Provision of Editorial and Graphic Design Services

Item Description:

The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.

The Western Pacific Regional Office (WPRO) is one of the six regions of the World Health Organization. Headquartered in Manila, Philippines, we work with health authorities and other partners in 37 countries and areas with more than one quarter of the world’s population.

BACKGROUND

Supported by WHO, the Health Information Unit of the Vanuatu Ministry of Health (MoH) is currently undertaking a series of major developments aimed at improving the collection, management, dissemination and use of reliable health information for decision-making. Two major developments relevant to this contract are:

• The Vanuatu Digital Health Strategy – “Information for Action”
• Procedure manuals, user guides and facilitator guidesto accompany newly designed data collection forms for routine reporting from health facilities

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY

WHO, on behalf of the Vanuatu MoH, is seeking to contract an experienced company or individual(s) to provide editorial and graphic design services to finalise these documents for publication.

DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT

There are initially three bodies of work to be completed:

OUTPUT 1:

Prepare the Vanuatu Digital Health Strategy for publication. The document is currently in the form of a 55 page Word document. It is expected that InDesign or a similar professional publishing software will be used in preparing the document for publication.

The scope of work consists of:

• Copyedit Word draft and resolve queries in preparation for graphic design.
• Create and apply graphic design to bring content into publishing software.
• Prepare diagrams to match publication design.
• Proofread final drafts and make corrections.
• Consult with MoH/WHO contacts to resolve queries, review feedback, and make any final changes.

Over the next few years, the MoH Health Information Unit will be preparing ongoing sets of training materials. Although the initial body of work under this contract consists of preparing user guide(s) and training manuals for the completion of the newly developed data collection forms, the MoH would like to ensure all subsequent sets of training materials to have a similar look and feel. Hence, the following outputs:

OUTPUT 2:

Prepare the initial templates, graphics and colour schemes that will be used for the initial and any subsequent manuals, user guides and facilitators guides.

• Create custom style set and Word frameworks (including standard design elements) for MoH training materials.
• Create basic editing style guide and style set guidelines.

OUTPUT 3:

Prepare the first two documents, being the User Guide and Facilitators Guide (Estimated 150 pages in total).

• Apply training framework to style content up to 150 pages for two manuals.
• Apply educational design principles to draft the content of two manuals.
• Create graphic design for covers of both manuals.
• Create graphic design for agreed internal elements (e.g. diagrams) and optimise images to pre-press standard.
• Perform substantive edit and copyedit manuals of drafts for approval.
• Proofread final drafts, and prepare print-ready and final electronic files for the two manuals.
• Ongoing consultation with MoH/WHO to resolve queries, review feedback and finalise changes.

METHODS TO CARRY OUT THE ACTIVITY

As described above. Company or individual(s) to employ high-quality editorial and graphic design services and consult closely with MoH and WHO contact points.

QUALIFICATIONS & EXPERIENCE

EDUCATION, EXPERIENCE, TECHNICAL SKILLS & KNOWLEDGE

Essential:  

• Relevant tertiary and professional qualifications and more than 5 years’ experience working to a brief to develop customised educational publications to a professional writing, editing and publishing standard, including graphic design and advanced Word skills.
• Demonstrated experience collaborating with teams in Pacific nations (including remotely) to provide specified publishing tasks in support of development projects.
• Familiarity with the language and training strategies used to support the implementation of Health Information Systems for users and training facilitators.

LANGUAGES

• Must have expert reading, writing, speaking skills in English
• Knowledge of French and Bislama are an advantage
