    Item Description:

    The European Maritime Safety Agency (EMSA) was established under Regulation (EC) No 1406/2002 of the European Parliament and of the Council for the purpose of ensuring a high, uniform and effective level of maritime safety, as amended. The Agency’s main objective is to provide technical, operational and scientific assistance to the European Commission and EU Member States in the proper development and implementation of EU legislation on maritime safety, pollution by ships and security on board ships. To accomplish this, one of EMSA’s most important tasks is to improve cooperation with, and between, Member States in all key areas.

    The objective of this call for tender is to contract technical services:1) To support technical and operational activities for the Common Information Sharing Environment (CISE) stakeholders; and2) To maintain and refine the CISE interoperability building blocks (i.e. the CISE Node) within the overall maritime surveillance framework at national and EU level.

    The CISE for the European maritime domain is an initiative fostering sharing of information between maritime authorities across sectors and borders, aiming to create an interoperability infrastructure interconnecting all public authorities in the EU Member States relevant for maritime surveillance and that way to enable enhanced maritime awareness and more effective action at sea.

    CISE is promoting a voluntary and decentralised framework for these exchanges. The information sharing across sectors and borders should be based on the principle “responsibility to share”, taking into account national and EU legislation. The commitment of the Member States as information providers will be essential for the success of CISE. The data to be exchanged among the Member States can be sensitive and confidential.

    In the past years, the “EUCISE 2020” research project established a pre-operational network for information sharing between the European maritime authorities. Now the European Commission is putting in place a preparatory action for the operational implementation of the CISE. Supporting the transition to operations, the main objective of the preparatory action will be to further support Member States’ efforts to as far as possible implement the CISE interoperability building blocks (considering those developed and tested in the EUCISE2020 project). It also aims to embed CISE in the overall European maritime information exchange framework.

    Throughout this document and related appendices, the term “tenderer” refers to those organisations submitting a tender in response to the present invitation to tender. Tenderers shall address the requirements in their proposal as requested in the procurement documents. The term “contractor” refers to the successful tenderer with whom the framework contract has been signed and who shall perform the requested services and shall fulfil the requirements during the execution of the contract. The terms “bid” or “tender” are considered as equivalent. The terms “Agency” and “contracting authority” refer to EMSA.
