Item Description:
The World Health Organization (WHO) is seeking offers for a web-based electronic data capture platform for collection of research data in 3 countries (Guinea, Somalia, and Kenya). Requirements and Terms of Reference are provided below. In brief, 3 short questionnaires (11, 13, and 18 questions) and 1 long questionnaire (50 questions) will be administered via trained interviewers using tablets. These questionnaires will be administered at 3 time points. Data submission may occur over a 2 week period for each time pont, and a total of 6000 forms will be submitted over the 8 month study period. The successful candidate will provide itemized fee schedules for 4 components: (1) to develop the study database and eCRF interface for electronic data capture using mobile devices that are both online and offline capable, (2) to procure, configure, and distribute mobile devices, (3) to extract backend data and provide technical support, and (4) to host the electronic data capture system for collection of data from 600 forms submitted via mobile devices. Your company or institution is invited to submit a proposal for the services in response to this Request for Proposal(RFP).
WHO is a public international organization, consisting of 194 Member States, and a Specialized Agency of the United Nations with the mandate to act as the directing and coordinating authority on international health work. As such, WHO is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are, therefore, requested to propose the best and most cost-effective solution to meet WHO requirements, while ensuring a high level of service.
Requirements
WHO requires the successful bidder, to carry out:
- Procurement of 100 tablets including configuration and international shipping to Switzerland, Kenya, Guinea, and Somalia.
- Tablets configured for web-based data collection with Electronic Data Capture Application that meets GCP and 21 CFR Part 11 regulations.
- Database development for 4 questionnaire (with 11, 13, 18, and 50 questions) in 3 languages: English, French, and Somali.
- Hosting and server space on secure dedicated or cloud server that has SSL Certificate with 256-bit encryption for transmitted data.
- Data capture must be capable for both offline and online functions for three 2-week intervals over 8 months duration, with access control levels for Data Manger and Data Entry person.
- Weekly data extraction into csv format and upload to study Dropbox site.
- Technical support during the active data collection periods of three 2 week intervals.

The successful bidder shall be a ☒ for profit / ☒ not for profit institution operating in the field of bioinformatics and data service provider. with proven expertise in electronic data capture (eDC) system application, development, and data management. Refer to the attached Terms of Reference.
