The World Health Organization was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
Purpose of the Consultancy
The purpose of this assignment is for the design and development of a health labour market analysis (HLMA) training package for analysts and the design and facilitation of a validation workshop.
Background
The Health Workforce Department is preparing a guidebook to enhance national capacities on HLMA. Overall, the main objective of HLMA national studies is to provide evidence-based analysis for improving health programmes effectiveness and efficiency, and achieving universal health coverage (UHC) and Sustainable Development Goals (SDGs) 3, 4, 5, and 8. These studies will help with the development of intersectoral plans and investments in education and job creation in the health and social sectors with the aim of contributing to global inclusive economic growth and the creation of decent jobs and achieving UHC (WHO, 2016).
A guidebook is being produced with the objective to provide operational guidance to government officers, academics and national stakeholders for conducting national studies on HLMA. It will include theoretical and practical insights, with reference to case studies and lessons learned from pilot countries. The guidebook will serve to design and develop a training package for conducting training activities, both in residential and e- learning settings, for two distinctive target audiences: policy makers and analysts.
