    Item Description:

    This call for tenders is launched and managed by the European Asylum Support Office (hereinafter ‘‘the Agency’’, ‘’EASO’’ or “Contracting authority”) who is an EU Agency established by the Regulation No 439/20101 (hereinafter ‘‘the EASO Founding Regulation’’). The Agency’s headquarters are in Grand Harbour Valletta, Malta.

    The mandate of the Agency is to strengthen Member States’ practical cooperation on asylum, to support Member States whose asylum systems are under particular pressure and to enhance the implementation of the Common European Asylum System (CEAS). The migration and asylum processes are dynamic, multifaceted and constantly evolving and the Agency’s actions and its coordinating role in exchanging information, best practices and methodologies reflect this.

    In implementing its mandate, the Agency may use temporary agency workers (interim staff) for limited period of time assignments where there is a need for short or long-term additional resources or for specialized tasks if the skills are not already available within the Agency.

    Overall Objective

    The objective of this procurement procedure is to conclude a single Framework Service Contract (hereinafter referred as contract) for the provision of interim services in Italy, by making available interim staff to the Agency, with a pre-defined timeframe and in line with the required competency profiles. Interim staff are not staff members of the Agency: they are not subject to the Staff Regulations or to the Conditions of Employment of Other Servants of the European Union1 . They are employed by and sent to the Agency by temporary employment agencies, to carry out tasks of a temporary and specific nature in different areas, notably in case of abnormal workload or to provide a specific service, under the following circumstances (indicative and non-inclusive):

    • to replace staff member(s) in the event of maternity leave, long-term illness, parental or family leave, other short or long-term absences;
    • to cope with peak periods of heavy workload, which require an additional workforce for a fixed period of time;
    • to complement shortages in the provision of Member States experts as per Chapter 3 of the EASO Founding Regulation;
    • to support, on a temporary basis, projects and/or tasks which require specific competencies which are not available within the Agency;

    The working conditions of interim staff are defined by the labour legislation in force in Italy.
