Item Description:
This Invitation for Tenders follows the General Procurement Notice for this project which was published on European Bank for Reconstruction and Development (the Bank) website, Procurement Notices (http://www.ebrd.com) on 24 May 2019.
“Kotayki ev Gegharkuniki KKTK” LLC, hereinafter referred to as “the Employer”, intends using part of the proceeds of a loan from the Bank and EU NIP and E5P investment grants towards the cost of Kotayk and Gegharkunik Solid Waste Management Project – Construction of new landfill HRAZDAN (including buildings and structures).
The Employer now invites sealed tenders from contractors for the following Contract to be funded from part of the proceeds of the loan and the grants:
SECTION 1: “Construction of a new sanitary landfill HRAZDAN (including buildings and structures and access road)“
The landfill will be designed, constructed and operated in line with the national regulatory requirements and the EU Landfill Directive. The new regional landfill near Hrazdan (Kotayk region) will be the country’s first sanitary landfill.
The landfill is designed with eight waste disposal cells.
However, the Contract will include only the construction of Cell I.
The scope of the work includes:
- Landfill (Cell I)
Area of Cell I: ca. 27,000m²
Maximum waste height: up to 40m.
- Base liner system of Cell I, designed with several layers (from top to bottom):
– geotextile 200 g/m2
– drainage layer (0.5 m)
– geotextile 1,200 g/m2
– HDPE layer (2.5 mm)
– 1.0 m constructed geological barrier (kf ≤ 1×10-9 m/s)
- Landfill gas wells
Concrete foundation and concrete rings up to 2 m
- Leachate collection system with a leachate pond
Leachate pipes for Leachate transport to the leachate pond including shafts etc.
Leachate Pond: Volume ca. 5,000m³
Base liner system of the leachate pond consisting of:
– geotextile 200 g/ m2
– drainage layer (0.2m)
– geotextile 1,200 g/ m2
– HDPE layer (2.5 mm)
– 1.0 m constructed geological barrier (kf ≤ 1×10-9 m/s)
- Surface water collection system with a surface water pond
Area of the surface water pond: ca. 6,000m²
- Infrastructure consisting of
– Administrative buildings with a size of ca. 200 m² including water/power supply as well as wastewater collection
– Garage and workshop with a size of ca. 200m²
– Building for the storage of hazardous waste
– Fixed equipment (wheel-wash facility, weigh bridge with IT-system)
– Reception area
– Access road (Length ca. 780 m) with a paved area
The construction of the landfill including operational buildings and access road shall take maximum 19 months.
Note that construction of the sealing system is possible only during the period approx. April to September due to weather conditions.
SECTION 2: “Construction of connection road to the highway Yerevan-Sevan”
For easy access to the landfill area, it will be also designed and constructed the connection bridge part of Yerevan-Sevan main road and Hrazdan-Lernanist road. As the bridge do not have the sufficient height for passing the trucks under it and it does not have all the access parts (i.e. from Sevan to Landfill, from Yerevan to Landfill, from Landfill to Yerevan), it should be reconstructed.
The scope of the work includes:
- Earthworks
Area of excavations: ca. 8,800m²
- Road pavement
– Preparation works and asphalting with kerbstone. 13,000 m2
- Artificial structures consisting of
- Construction of culvert with 1.0 m diameter r/c round precast elements and in-situ concrete heads – 2 pieces.
SECTION 3: “Construction of 1 transfer station near Martuni and 1 transfer station near Abovyan”
The transfer stations will be designed, constructed and operated in line with the national regulatory requirements and the EU Landfill Directive. The transfer stations will serve as a base of refilling of the waste from trucks to 40 m3 containers, and delivery to the landfill.
The scope of the work includes, for each transfer station:
- Earthworks
Area of excavations: ca. 4,000m²
- Asphalt works
– Preparation works and asphalting with kerbstone: 3500 m2
- Retaining wall
Concrete foundation, reinforced concrete wall and platform for the 40 m3 containers.
- Infrastructure consisting of
– Administrative buildings with a size of ca. 50 m² including water/power supply as well as wastewater collection
– Fixed equipment (weigh bridge with IT-system)
– Reception area
The construction of the 2 transfer stations including operational buildings and access road shall take maximum 4 months.
All Sections are to be performed concurrently.
To be qualified for the award of a Contract, tenderers must satisfy the following minimum criteria:
- The Tenderer, or any partner in a JVCA, shall not have a consistent history of litigation and/or arbitration resulting in awards against the Tenderer, or any partner in a JVCA, within the last five (5) years.
This determination shall be based solely on fully settled disputes or litigation. A fully settled dispute or litigation is one that has been resolved in accordance with the Dispute Resolution Mechanism under the respective Contract, and where all appeal instances available to the Tenderer have been exhausted.
- All pending litigation shall in total not represent more than fifty percent (50 %) of the Tenderer’s net worth and shall be treated as resolved against the Tenderer.
- The submitted annual financial statements for 5 (five) years must demonstrate the soundness of the Tenderer’s financial position, showing long term profitability. Consistent losses or a risk of insolvency shown in the accounts may be cause for the disqualification of the Tenderer.
- Minimum average annual construction turnover of six million Euro (6,000,000 EUR), calculated as total certified payments received for contracts in progress or completed, within the last 5 (five ) years.
The turnover value in other currencies than the defined currency should be recalculated into that currency based on the exchange rate as of the 1st of July of each year reported, as set by the Central Bank of Armenia exchange rates.
- The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow requirement for the Contract for a period of 3 (three) months, estimated as not less than one million Euro (1,000,000 EUR) equivalent, and the overall cash flow requirements for this Contract and its current commitments.
In case the Tenderer uses other currency, the calculations shall be based on the exchange rate, as set by the Central Bank of Armenia exchange rates on the date of publication of the Invitation for Tender.
General Experience:
- Experience under contracts in the role of contractor or management contractor for the last 5 [five] years prior to the tender submission deadline, and with activity in at least nine (9) months in each year.
The turnover value in other currencies than the defined currency should be recalculated into that currency based on the exchange rate as of the 1st of July of each year reported, as set by Central Bank of Armenia.
Specific Experience:
- Participation as contractor or management contractor in at least one (1) contract within the last five (5) years with a value of at least three million seven hundred thousand Euro (3,700,000 EUR), that have been successfully and substantially completed and that are similar to the proposed Works. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer’s Requirements.
- For the above or other contracts executed during the period stipulated in 2.4.2(a) above, a minimum experience in the following key activities:
- Construction of mineral base liner (sealing) and/or artificial geological barrier according to the EU Landfill Directive or equivalent mineral sealing with a minimum size of 50,000m², which shall include completion of a landfill basic liner or equivalent constructions at a rate of min. 3,500 m² per month.
- Construction of HDPE-liner including welding of joints of at least 50,000m², which shall include completion of a landfill basic liner or equivalent constructions at a rate of minimum 3,500 m² per month
- Construction of at least 3 buildings with minimum 1,000m³ building volume each.
Tendering for contracts to be financed with the proceeds of a loan from the Bank and grants from EU NIP and E5P is open to firms from any country.
Tender documents may be obtained at the address below electronically in PDF format and BoQ in excel format free of charge.
All tenders must be accompanied by a tender security of EUR 100.000 or its equivalent in a convertible currency.
Tenders must be delivered to the office at the address below on or before 10 January 2020 at 15:00 (Armenian time), at which time they will be opened in the presence of those tenderers’ representatives who choose to attend. The date for submission of tenders shall be not less than 45 calendar days after the date of publication of the Invitation for Tenders or the availability of the tender documents, whichever is the latest.
