    Item Description:

    The European Insurance and Occupational Pensions Authority (EIOPA) was established by Regulation (EU) No 1094/2010 of 24 November 2010 of the European Parliament and the Council of 24 November 2010 establishing a European Supervisory Authority (European Insurance and Occupational Pensions Authority), amending Decision No 716/2009/EC and repealing Commission Decision 2009/79/EC.

    EIOPA started to be operational on 1 January 2011 with its seat in Frankfurt am Main, Germany. As of October 2019, EIOPA has a total of approximately 165 staff.

    EIOPA’s main goals are:

    • Better protecting consumers and rebuilding trust in the financial system;
    • Ensuring a high, effective and consistent level of regulation and supervision taking account of the varying interests of all Member States and the different nature of financial institutions;
    • Greater harmonisation and coherent application of rules for financial institutions and markets across the European Union;
    • Strengthening oversight of cross-border groups;
    • Promoting coordinated European Union supervisory responses.

    Objective of this tender

    The EIOPA has a requirement for the Provision of Training Services.

    The scope of this tender is divided into 3 Lots:

    • Lot 1: Personal and interpersonal skills training
    • Lot 2: Team building
    • Lot 3: Supervisory skills training

    General Objective Lot 1: Personal and interpersonal skills training

    The list below shows a selection of standard courses in the area of personal and interpersonal skills training that the Contracting Authority has organised in the past and that the contractor should be able to provide as a minimum:

    • Communication and presentation skills;
    • Negotiation and conflict management;
    • English business writing skills;
    • Giving and receiving feedback;
    • Mindfulness.

    The trainings shall be delivered in an interactive way with a balanced mixture between theoretical input and practical exercises. Furthermore, the trainings shall expose participants to the latest concepts, information and techniques in the respective areas. The intended objectives of the courses are to ensure that participants acquire the relevant skills in the context of working in an international environment. It should furthermore help them to define and implement a strategic approach to real-world situations and to raise awareness regarding the interpersonal behaviours. Participants should be able to improve techniques as well as personal skills by having the opportunity of putting them into actual practice and receiving immediate expert feedback, analysis and support/advice. The training methodology used shall be based on “learning by doing”.

    In addition, the contracting authorities may wish to order other courses when required. Therefore, the list mentioned above is not exhaustive and other trainings in this area may be requested of the successful contractor. Courses may be standard market versions or tailormade to the agency’s needs.

    General Objective Lot 2: Team building

    The objective of this lot is to award the contract to the service provider that shall organise team building events for the contracting authority’s departments, units and teams.

    The contractor is requested to cater for trainer, outside activities, location, equipment and other logistics (e.g. bus transfers to the location if not held at the contracting authority’s premises), catering etc.

    The team building shall be delivered in an interactive way with a balanced mixture between theoretical input and practical exercises. Furthermore, the team building shall expose participants to the latest concepts, information and techniques. The intended objectives of the team building are to ensure that participants acquire the relevant skills in the context of working in an international environment. It should furthermore help them to define and implement a strategic approach to real-world situations and to raise awareness regarding the interpersonal behaviours. Participants should be able to improve techniques as well as personal skills by having the opportunity of putting them into actual practice and receiving immediate expert feedback, analysis and support/advice. The training methodology used shall be based on “learning by doing”.

    General Objective Lot 3: Supervisory Skills Training

    The objective of this lot is to award the contract to a service provider who shall deliver a single supervisory skills training to the contracting authority’s staff and supervisors of companies at National Competent Authorities (NCA’s) in order to enhance on-site supervision through practical examples and role-play exercises simulating real situations. The two-day training sessions, delivered at the contracting authority’s premises, shall focus on the necessary forensic skills for supervisors when conducting interviews with employees of a supervised firm. In addition to the above mentioned training format, the contracting authority may ask to deliver some basic concepts of supervisory skills to internal staff only.

    The trainings shall expose participants to the latest concepts, information and techniques in the respective areas. It should also help them to define and implement a strategic approach to real-world situations and to raise awareness regarding the interpersonal behaviours. Participants should be able to improve techniques as well as personal skills by having the opportunity of putting them into practice and receiving immediate expert feedback, analysis and support/advice.
