Institutional strengthening, capacity building, stakeholder engagement and development of country strategic frameworks and National Adaptation Plans for Green Climate Fund (GCF) Readiness in African countries

The United Nations Office at Nairobi (UNON) is seeking Expression of Interest (EOI) from competent and qualified firms for the provision of consultancy services in the area of climate finance readiness, with a focus on the Green Climate Fund (GCF). Created by the United Nations Framework Convention on Climate Change (UNFCCC), the GCF aims to support a paradigm shift in the global response to climate change. It allocates its resources to low-emission and climate-resilient projects and programmes in developing countries. The GCF pays particular attention to the needs of societies that are highly vulnerable to the effects of climate change. It is crucial that developing countries are able to effectively access and deploy resources from the GCF. To this end, the GCF provides support for readiness and preparatory activities to enhance country ownership and access. This “country readiness” funding is a dedicated and cross-cutting programme that aims to maximize the effectiveness of the GCF by empowering developing countries. This support may be delivered to countries through delivery partners with relevant expertise and experience, such as UNEP. UNEP works with several developing countries to support them in developing and implementing GCF Readiness and Preparatory Support Programmes. The sucesssful contractor shall be responsible for working with UNEP to support the implementation of these programmes in several countries in Africa. The main areas of work will include institutional strengthening, capacity building, stakeholder engagement and development of country strategic frameworks for engaging with the GCF. Key skills required include demonstrated experience in capacity building and training in the area of climate change and climate finance, institutional capacity assessment and strengthening, stakeholder engagement, coordination and consultation processes, identification of country needs and priorities, development of strategic framework documents, and working and collaborating with developing country governments. Fluency in English and French is required. UNON intends to contract a qualified firm for the subject requirement for a period of two years (1+1) subject to satisfactory performance and related conditions. Only Vendors which in UN’s sole discrition are deemed eligible and qualified upon completion of an objective evaluation of their EOI submissions may receive the final tender solicitation documents.
