Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Objective of the Assignment
The Government of the United Republic of Tanzania has received financing from the African Development Bank (AfDB) towards the cost of the North West Grid (400kV Nyakanazi – Kigoma) Transmission Line Project.
The Government intends to utilize part of the loan towards eligible payments for consultancy services for “Updating of Feasibility Study and Undertake Conceptual Design” of 400kV Sumbawanga – Mpanda – Kigoma Transmission Line including associated substations and rural electrification for villages in Katavi region.
The services under this assignment will comprise:
- Undertake the updating of Feasibility Study (including Economic/FinancialAnalysis) and preparation of Conceptual Engineering Designs including Technical Specifications for the double circuit 400 kV 480 km Sumbawanga – Mpanda – Kigoma Transmission Line and associated Substation at Mpanda;
- Updating the Environmental & Social Impact Studies and preparation of the Resettlement Action Plan including Valuation Report;
- Distribution network studies for approximately 120 km of Medium Voltage lines, related Low Voltage reticulations & last-mile connections in Katavi Region; and
- Preparation of Bidding documents for items (a) and (c) above.
The estimated duration of the assignment is approximated to be 9 calendar months.
TANESCO now invites eligible consultants to express their interest in providing the above-mentioned services. Interested Consultants must provide information indicating that they are qualified to perform the services (e.g. brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff and company registration details, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” October 2015, which is available on the Bank’s website at http://www.afdb.org.
