Item Description:
The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The Western Pacific Regional Office (WPRO) is one of the six regions of the World Health Organization. Headquartered in Manila, Philippines, we work with health authorities and other partners in 37 countries and areas with more than one quarter of the world’s population.
BACKGROUND
National Regulatory Authorities (NRAs) are responsible in ensuring that all medical products that enter its jurisdiction are of assured quality, safety and efficacy. In order to support strengthening of national regulatory systems, a regional forum of NRAs can assist by promoting collaborative solutions, such as: encouraging convergence in regulatory standards; enhancing mechanisms for the exchange of regulatory information between countries with the potential for facilitating reliance on reference authorities for decision making, like product registration, foreign inspections, bioequivalence evaluation, etc.
The Regional Alliance of National Regulatory Authorities in the Western Pacific Region was established in 2011 as a mechanism to promote regulatory cooperation and convergence. The Regional Alliance initiated several activities since it started, including capacity building and organising an annual forum to develop strategies to improve regulation in the region. Historical information from these initiatives is not readily accessible by NRAs and stakeholder because there is no mechanism to share unless requested from the secretariat (WHO). For this reason, the members of the Regional Alliance has requested the secretariat to put up web based platform that will facilitate exchange of information between NRAs.
The establishment of a regional web based platform will enable the timely exchange of regulatory non-public and public information among NRAs and support the work of the Regional Alliance by serving as the:
- repository of the operational plan and the historical information of the Regional Alliance including announcement of NRA workshops activities,
- monitoring and tracking system of the progress of Regional Alliance activities,
- collaborative platform for the Regional Alliance Steering Committee and technical working groups to communicate and share ideas,
- repository for regulatory guidelines and protocols that are needed by the NRAs and;
- online learning platform (e.g. webinars) and access regulatory updates.

PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
To develop a regional web-based platform for learning and information exchange for National Regulatory Authorities for medical products.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
The work will involve computer programming to develop necessary IT features for the website. The contractual partner will consult with EMT in carrying out the tasks and will be responsible for regular technical maintenance of the sites for at least one year to ensure working order as well as troubleshoot any issues that may arise.
It is the responsibility of contractor to partner with a graphic designer and will provide the following services as a package to further the communication exchange of the NRA in the Western Pacific Region:
Output/s
Output 1: Web Development, Production and Layout (Feb 2020)
Deliverable 1.1: The first task is to carry out web production and layout. The website should contain the following:
- Sites that are both public and non-public access;
- Should be compatible with the assistive technology;
- Responsive solution that scales for different screen resolutions and devices, including tablets and smartphones; and
- Functionality will need to work at minimum on the following browsers: Chrome 69, Safari 10, Firefox 52, Internet Explorer 7.0.
This phase covers diverse requirements, for example maintenance, build, produce and migration of pages as instructed by EMT.
Output 2: Web designing and Content Uploading (Feb 2020)
Deliverable 2.1: proposed design, infographics, data visualisations, maps, and other content, notification database of medicines/vaccines shortages, and chat platform
Output 3: Develop user manual and technical report (March 2020)
Deliverable 3.1: user guide and train the EMT technical staffs and NRA’s regarding its use.

QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential:
Degree on computer science, computer engineering, or other information technology related courses
EXPERIENCE
Essential:
- Proven experience in: web design, production or development is required creating compelling online content for major institutions.
- Demonstrable experience producing infographics, data visualisations, animations, etc.
Desirable:
Previous work with WHO, other international organizations and/or major institutions in the field of health and international development is desirable.
TECHNICAL SKILLS & KNOWLEDGE
- Demonstrated experience in working on medium to large web projects in excess of 300 pages.
- Substantial experience in developing CMS (Headless or traditional CMS).
- Ability to work independently and in close collaboration with WHO.
- Excellent interpersonal and communication skills.
- Attention to detail

ADDITIONAL INFORMATION:
The contractor will work in close collaboration with DHS/EMT.
The contractor does not need to work in WPRO.
