The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The Western Pacific Regional Office (WPRO) is one of the six regions of the World Health Organization. Headquartered in Manila, Philippines, we work with health authorities and other partners in 37 countries and areas with more than one quarter of the world’s population.
BACKGROUND
WHO Regional Office for the Western Pacific supports countries in monitoring progress towards SDGs and UHC. HII works with countries to improve the collection, reporting and management of health indicators and promote better use of health data for policy and action. Geographical information system (GIS) technologies have the potential to enhance current information use and the production of official statistics. This includes examining geospatial context of health indicators, generating evidence on geographic access to health services that can inform national plans on strategic enhancements to implement and priority areas to consider for improving health service delivery. The geographic dimension of service access is crucial to maintaining and improving health, ultimately, for achieving UHC.
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
As part of optimizing use of evidence for achieving universal health coverage (UHC) and Sustainable Development Goals (SDGs), the consultant will work with the Health Information and Intelligence (HII) unit at the World Health Organization Regional Office for the Western Pacific to provide technical assistance in conducting geospatial analyses using appropriate geographical information system technologies to reveal inequities in health care access among selected WPR countries and to address country-specific needs for GIS and use of geospatial data as part of strengthening country health information systems.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
The consultant will perform the following activities:
- Provide technical support on using regional and sub-national geographic data and health indicators for support to countries link with country needs
- Work on data enrichment and research on GIS datasets to explore the advanced geospatial analysis techniques to be used on health
- Support Data Group and other units on use of and management of geographic data for different initiatives
- Other support related with GIS works
QUALIFICATIONS & EXPERIENCE
EDUCATION
University degree in Biostatistics, Geographic Information Systems and other relevant field
EXPERIENCE
Five years of public health, information system development or data management
TECHNICAL SKILLS & KNOWLEDGE
Proficiency in standard MS Office applications and skills in database, spreadsheet and statistical programmes.
LANGUAGES
Excellent knowledge of spoken and written English. Working knowledge of a UN language is an advantage.
