    Item Description:

    The purpose of this Request for Expression of Interest (REOI) is to create a database of potential vendors that would be interested in participating in a Request for Proposals (RFP) for satellite communications solutions that will be able to meet the operational requirements of the Office Away from Headquarters (OAH), the United Nations Global Service Centre (UNGSC) and both Peacekeeping and Political missions worldwide.

    The RFP would consist on:

    • The provision of leased satellite bandwidth providing worldwide coverage in the C band including options for X, Ku and Ka Band. UN requires approximately 400 MHz of leased satellite bandwidth in the C band that will provide worldwide coverage and provisioned exclusively through the satellites owned by the vendor.
    • Provision of Hosted end-to-end service for ISP

    Current Situation and Goals

    The UN owns, manages and operates a private satellite communications network of approximately 200 Satellite terminals, with antenna sizes ranging from 2.4 to 16.4 M, 250 inter mission and mission to hub satellite links using 12 Transponders on 3 satellites over the Atlantic and Indian Ocean operating regions. The goals of the new solicitation process are:

    1. To obtain worldwide geostationary satellite coverage from multiple providers.
    2. Ensure a rapid response to emergency requirements.
    3. Guarantee high bandwidth availability with SLAs for timely provision of new bandwidth and resolution of interference or other problems which degrade or interrupt the service.
    4. Establish a direct agreement with the satellite owner and avoid any brokerage and dealership arrangements.
    5. Increase a cost efficiency for the provided/contracted satellite bandwidth.
    6. To test potential vendor transponder on compatibility with currently installed Dynamic Bandwidth Allocation System running in high availability configuration in Brindisi, Italy and Valencia, Spain.
    7. To receive an end-to-end satellite connectivity service for internet.

    The United Nations reserves the right to:

    • reject REOI submissions that are incomplete, or received after the stated deadline;
    • change or cancel this request at any time; and,
    • issue the final solicitation documents only to those prospective Vendors that respond to this REOI and are deemed qualified upon the completion of an objective evaluation of their submission.
