Item Description:
This Invitation for Tenders follows the General Procurement Notice 9553-GPN-47426 for this Project which was published at 12 Dec 2019.
The Vitebsk Regional Communal Unitary Enterprise of Water Supply and Sewerage System «Vitebskoblvodokanal», hereinafter referred to as the Employer, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of Belarus Water Sector Framework, 2-nd phase, Orsha Wastewater Project.
The Employer now invites sealed tenders from contractors for the contract to be funded from part of the proceeds of the loan:
- OWP-2.1: Rehabilitation of the collector D1000mm in the city of Orsha (rehabilitation of two sections of sewer No. 10 in the city of Orsha, total length approx. 2.79 km).#
The estimated completion time under the contract is 510 days.
Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from any country. The proceeds of the Bank’s loan will not be used for the purpose of any payment to persons or entities, of for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.
To be qualified for the award of a contract, tenderers must satisfy the following requirements:
(a) The Tenderer shall demonstrate that it has successful experience as prime contractor in the execution of at least 3 (three) successfully completed contracts of a nature and complexity comparable to the proposed contract with at least one of them having a value of not less than EUR 3.000.000,00 (three million) or BYN 7.000.000,00 (seven million) equivalent, within the last 5 (five) years.
(b) The Tenderer shall have an average annual turnover as prime contractor (defined as billing for works in progress and completed) over the last 3 (three) 2016 – 2018 years of not less than EUR 5.000.000,00 (five million) or BYN 11.300.000,00 (eleven million three hundred thousand) equivalent.
(c) The Tenderer shall demonstrate that it has access to, or has available, liquid assets, unencumbered real assets, lines of credit, and other financial means sufficient to meet the construction cash flow for the contract for a period of 3 (three) months, estimated in equivalent as not less than EUR 470.000,00 (four hundred and seventy thousand) or BYN 1.100.000,00 (one million one hundred thousand), taking into account the applicant’s commitments for other contracts.
(d) The Tenderer shall submit balance sheets audited or supported by the documents issued by tax authorities of the Tenderer’s country of origin for the last 3 (three) 2016 – 2018 years and demonstrate the soundness of the Tenderer’s financial position, showing long-term profitability.
(e) The Tenderer shall be certified for quality standard ISO 9001 (or equivalent) or shall submit his own quality assurance plan to demonstrate quality assurance activities to be carried out during execution of works under the Contract.
(f) The Tenderer shall be certified for health protection and professional safety standard OHSAS 18001 or equivalent or shall submit his own health and safety assurance plan to demonstrate respective activities to be carried out during execution of works under the Contract.
(g) The Tenderer shall be certified for the environmental standard ISO 14001 or equivalent or shall submit his own environmental action plan to demonstrate respective activities to be carried out during execution of works under the Contract.
(i) The Tenderer must be registered or, if awarded a contract, must register with the tax authorities of the Republic of Belarus.
The tender documents may be obtained from the office at the address below. If requested, the documents will be promptly dispatched by e-mail to the address, indicated in the written request, in MS Word/Excel and PFD versions, but no liability can be accepted for non-delivery or late delivery. In case of discrepancies between the MS Word/Excel and PDF versions, the PDF version shall prevail.
All tenders must be accompanied by a tender security not less than BYN 127.000,00 (one hundred twenty seven thousand) or equivalent in convertible currency.
Tenders must be delivered to the office at the address below on or before 14:00 (local time) on 25 March 2020, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend.
