Item Description:
The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The WHO Secretariat consists of some 7,900 staff at the Organization’s headquarters in Geneva, in the six regional offices and in countries. The Secretariat is headed by the Director-General, who is appointed by the WHA on the nomination of the Executive Board. The head of each regional office is a Regional Director. Regional directors are appointed by the Executive Board in agreement with the relevant regional committee.

You are invited to submit a proposal for the above subject RPE for the World Health Organization, WHO, Department of Contracting and Procurement Services in accordance with the attached documents:
Timeline
- Proposals must be received or dispatched by Express courier to WHO/AFRO Contracting and Procurement Services at the address specified in section 4.7 Submission of proposals of the RFP no later than 16th march 2020, 12:00 hours, (Brazzaville) time.
- Annexes 3,4,5and 6 of the ITB RPE 2020/985921 attached must be signed.
- A prospective bidder requiring any clarification on technical, contractual or commercial matters may notify WHO via email at afrgoafrobids@who.int (use subject: Bid Ref AFRO RPE 2020/985921 no later than 10th march 2020. The WHO/AFRO Contracting and Procurement Services team will respond in writing (via email only) to any request for clarification of the ITB that it receives prior to the closing date of the proposal. A consolidated document of WHO’s response to all questions (including an explanation of the query but without identifying the source of enquiry) will be sent to all prospective bidders who have received the RFP.
- Evaluation of proposals and selection of a vendor will be performed in accordance with the Intention to Bid (ITB).
WHO is an Organization that is dependent on the budgetary and extra-budgetary contributions it receives for the implementation of its activities. Bidders are, therefore, requested to propose the best and most cost-effective solution to meet WHO requirements, while ensuring a high level of service.
