Purchase of IT Equipment for Syria

Item Description:

The World Health Organization, Regional Office for the Eastern Mediterranean (WHO/EMRO) seeks offers for purchase of IT equipment for use by the Ministry of Health in Syria, as per the attached specifications under (annex 2).

QUERIES:

• A prospective bidder requiring any clarification on may submit his questions via UNGM “Correspondence” tab no later than 8 April 2020 at 23:30 Cairo Time.

CLOSING DATE: Tuesday, 14 April 2020 at 23:30 (CAIRO TIME)

SUBMISSION OF OFFERS:

• Offers must be submitted in the attached excel sheet and in PDF format. You may add other details as annexes, if any.
• Offers are accepted in all currencies except in USD.
• Offers must comply with the requirements stated in the attached Invitation to Bid (ITB). All requirements should be completed as per the annexes 2, 4, 5, 6 and 7.
• If interested, you are kindly requested to register through United Nations Global Marketplace (UNGM) by logging-in to this site: https://www.ungm.org. After having an active account, continue following the guidance, until you express your interest to this bid. Then, you will be transferred to WHO’s e-tendering system to be able to collect the bidding documents and access your tender opportunities.
• All offers should be submitted in UNGM website before the above-mentioned closing date, and marked “Invitation to Bid: EMRO 3/2020/17 – IT equipment for Syria”.

IMPORTANT REMARK:

• Offers must comply with the requirements.
• Offers must be received and made in accordance with the instructions contained in this invitation.
• Any order resulting from this invitation shall contain WHO’s General Terms and Conditions and any other specific terms or conditions detailed within this invitation.

INCOTERMS FOR DELIVERY:

1. For local suppliers in Syria: DDP, WHO Office in Damascus, Syria.
2. For local suppliers in United Arab Emirates: DDP, WHO warehouse, Dubai.
3. For other international suppliers: FCA nearest port to the supplier (to be specified).

SELECTION/AWARD CRITERIA

• Offers with the lowest price, and meeting the required criteria will be considered.

EXCLUSION CRITERIA

• Offers that are not received in UNGM will not be considered.
• Offers with delivery more than 3 months will be excluded
• Offers that are not confirming original items and confirming the manufacturer’s warranty for at least 1 year, will not be considered.
• Offers that are not providing the requested specifications will not be considered.
• Offers that are not placed in the attached excel sheet format, supported with technical details, may not be considered.
• Suppliers who do not have at least 2 years of working experience will not be accepted. Please attach company profile and company registration.

For suppliers outside Syria: In case of award, the suppliers should provide:

• Certificate of Origin.
• Shipping documents, Packing list and invoice.

SELF-DECLARATION FORM:

• Please complete the attached form and return it with your offer.

UN CODE OF CONDUCT:

Confirmation of acceptance that your esteemed company accepts the terms mentioned in the attached UN Code of Conduct, must be received in the same letter containing your bid. The UN Code of conduct is also available in the below link:
