    Item Description:

    The European Commission is an institution of the European Union, responsible for proposing legislation, implementing decisions, upholding the EU treaties and managing the day-to-day business of the EU.

    The European Commission’s Directorate-General for Regional and Urban Policy (referred to below as the contracting authority) is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the attached ZIP File.

    The subject of this call for tenders is ‘Outsourcing of the preparation of the annual summaries of data on financial instruments’

    The services that are the subject of this call for tender, including any minimum requirements, are described in detail below.

    Task 1. Verification of data on financial instruments submitted to the Commission by national authorities.

    The contractor will analyse information on financial instruments co-financed under the 2014- 2020 multiannual financial perspective by European Regional Development Fund (ERDF), European Social Fund (ESF) and Cohesion Fund (CF) (hereafter: the Funds) provided in years 2020 (and 2021, 2022 and 2023 in case of renewals) in accordance with Article 46 of Regulation (EU) No 1303/2013 (hereafter: Common Provision Regulation, CPR) and check internal consistency of the information submitted, as well as consistency with other information provided by Member States on financial instruments in order to identify potentially inconsistent, incoherent and implausible information.

    Task 2. Preparation of the draft annual summaries of data as required by Article 46(4) CPR

    The contractor will prepare draft annual summaries of data (hereafter: ‘FI summary’) based on information referred to in description of Task 1 and incorporating possible new versions of information submitted under Article 46 CPR submitted subsequently by managing authorities, including in particular changes made to address the incomplete, incoherent and implausible information identified by the contractor under Task 1. The draft report shall include two separate chapters: on ERDF/CF and on ESF.

    Variants (alternatives to the model solution described in the Tender Specifications) are not allowed. The Contracting authority will disregard any variants described in a tender.
