The European Maritime Safety Agency (EMSA) is planning to award the public contract referred to above. The procurement documents consist of this Invitation, the Tender Specifications with its appendix(s), and the draft contract.

The purpose of this procurement is to acquire services for the Housing/Hosting Services for a Business Continuity Datacentre, namely to establish an acquisition channel for the housing (collocation) of the EMSA Business Continuity facility in Madrid area. In this area in fact, it is operational the EMSA H24 IT service which guarantees emergency operations for this datacentre.

EMSA is currently operating a primary Datacentre (“EMSA DC” hereafter) at its premises in Lisbon, and a Business Continuity Facility (“EMSA BCF” hereafter) to achieve the high availability requirements of its business-critical applications.

EMSA’s Business Continuity Facility (EMSA BCF) is currently hosted in Madrid in the premises of a commercial hosting provider. EMSA BCF is a fully equipped replica of the main site in terms of servers, network equipment, internet connectivity, storage and middleware, and as such it functions as either the main production site for an application, or as back-up site. EMSA BCF also hosts services of other EU Agencies or Institutions which have established an ad-hoc agreement with EMSA.

The services to be provided under the contract to be awarded include the hosting of the EMSA Business Continuity Facility in the Contractor’s premises, bundled with all related essential services for network connectivity; power and cooling; access control and security; on demand “remote hands” services; move services to relocate the EMSA BCF; access for EMSA staff and its delegates and facilities to execute recovery procedures from the Contractor’s premises in case of need; 24/7 coverage for the mentioned services.
