Information and communication services for the “European Union House” of the European Commission Representation in Latvia

Item Description:

The European Commission, Directorate-General for Communication, referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. Subject matter of the contract

The subject matter of the contract is the provision of services for the European Commission (EC) Representation. The Representation, as the Contracting Authority, is seeking a qualified and experienced Contractor that must provide information and assistance services for the EU House. In order to implement the new vision and objectives of the EU House, the EC Representation is looking for a service provider to provide support for the operation and communication activities of the EU House, i.e., to ensure the provision of the services referred to herein through competent and service-oriented staff, (EU House staff members) who are skilled and motivated to provide high quality services to EU House visitors and the EC Representation as well as EPLO and EC Representation in implementation of their joint work plan.

The main services to be provided by the Contractor through the appointed EU House staff members, shall be:

• Event management, organisation and assistance to enhance the knowledge on EU matters, according to the EU House annual action plan, though experts events, discussions, organised visits (online or in-person for schools and other stakeholders) and creating and delivering interactive presentations and training sessions etc.. Promotional activities in traditional and social media;
• Information services, (e.g. receiving random visitors; answering citizens’ questions and requests in person, by telephone or e-mail; assisting in finding information on-line; offering and distributing EU publications; assessment of the quality of the EU House services;
• Organisation and support to inter-institutional relations, consultancy and support services, e.g. establishing direct contacts with target audiences and strategic cooperation partners, maintenance and update of databases of visitors and recipients of newsletters; assistance in monitoring and reporting on actual political, economic and social developments in Latvia, providing logistical and organisational support services to events and corporate campaigns organised by the EC Representation and for events organised by the EP Liaison Office and third-parties in the public premises of the EU House on the ground and first floors of the building; and maintenance of the booking system of the EU House public premises for EU-related events.

All the services referred to below shall be provided by the Contractor through the staff members referred to in section 3.2.3 of the Tender Specifications.
