Item Description:

The World Health Organization (WHO) invites vendors to submit an Expression of Interest (EOI) for a pre-qualification for WHO to shortlist potential service contractors to be invited for participation at the Request for Proposal (RFP) conducted for specific grants at a later stage which address the following objectives:

• Operate the services in Switzerland
• Provide good network coverages in:
  • Geneva and all of Switzerland
  • WHO headquarters campus, including within buildings and below ground areas such as garages
• Provide good roaming coverage globally
• Provide choice of flat-rate subscriptions – with inclusive packages of voice, messages and data in Switzerland, neighbouring France and the rest of the world – to meet the needs of various user profiles:
  • Users with occasional local usage (mostly to receive calls and messages)
  • Users with normal usage locally and occasional usage abroad (a few times a year)
  • Users with heavy usage locally and abroad (one or more trips a month)
  • Machine usage for data transmission
• Supply phone sets and accessories with life cycle management
  • Options to upgrade to a new phone after certain period with zero/privilege cost for selected phone models.
  • Fleet management model
  • Pre-configuration of phones with WHO parameters
  • Direct user support for repairs and replacements
• Provide invoicing and financial services such as:
  • Itemized billing and e-invoicing
  • Detailed monthly reports on subscription activity and usage as per WHO requirements & format
  • Periodic analysis of usage patterns and optimization of costs
  • Call accounting services to enable internal chargeback to allocate costs back to divisions, departments, and individual employees, with integrations with corporate accounting and human resource systems.
• Provide account management
  • Designated Account Manager and Account Team
  • Support with agreed service levels
• As an option, provide similar services for users at other WHO locations around the world

WHO intends to invite selected vendors to participate in a formal solicitation, via a Request for Proposals (RFP), at a later stage, for the above requirements. Complete details of the requirements will be included in the solicitation documents.
