    Item Description:

    The United Nations Children’s Fund (UNICEF) was created by the United Nations General Assembly on 11 December 1946, to provide emergency food and healthcare to children in countries that had been devastated by World War II. In 1950, UNICEF’s mandate was extended to address the long-term needs of children and women in developing countries everywhere. In 1953 it became a permanent part of the United Nations System, and the words “international” and “emergency” were dropped from the organization’s name, making it simply the United Nations Children’s Fund, retaining the original acronym, “UNICEF”.

    Request for Information (RFI)

    UNICEF Bangladesh Office intends to support Government of Bangladesh for Supply, Installation, commissioning and maintenance of central Liquid Medical Oxygen (LMO) System in selected hospitals of Bangladesh to improve oxygen supply for management of COVID patients.

    UNICEF therefore sending this Requests for Information (RFI) to the Oxygen Manufacturer for the pre-qualification of the vendors and estimating a budget for a solicitation exercise.

    The key activities with timebound outputs are detailed in attached Terms of reference (Annex-A).

    The specific activities cover:

    1. Initial Site assessment, including physical structural analysis;
    2. Building design (including mechanical, electrical, plumbing and safety);
    3. Detail Technical Specifications in compliance with MOHFW’s guidelines;
    4. Safety and regulation compliance plan;
    5. Obtain required permissions;
    6. Installation, Testing & Commissioning of Liquid Medical Oxygen (VIE) System including extended medical gas distribution channel and outlets;
    7. Expansion of pipeline and outlets for existing Liquid Medical Oxygen (VIE) System in 10 hospitals in accordance with all applicable local codes, standards and regulations.
    8. Site supervision and quality assurance
    9. Preventive maintenance, trouble shooting, repair-maintenance
    10. Operational plan including shared responsibility with hospitals in terms of oxygen storage, replenishment and reserve supply etc.

    ELIGIBILITY REQUIREMENTS:

    • This RFI is inviting qualified oxygen manufacturers registered and having a valid license to operate in Bangladesh
    • To become eligible the companies shall demonstrate to have: Active business experience in providing services as contractors for 3 years and successfully completed at least 3 (three) projects/contracts of similar nature and complexity as mentioned in key activities above,
    • Companies are required to furnish Audited Balance Sheets for the last two financial years

    THE PROCEDURE AND DEADLINE TO SUBMIT THE RFI:

    • Interested manufacturers are requested provide technical information and an estimation for delivery/installation/commissioning of Liquid Medical Oxygen Plants as per attached Annexures;
    • The Request for Information with completed documents should be emailed to ebidsbangladesh@unicef.orgby: Sunday, 07 June 2020, 1500  hours.

    • This RFI does not constitute a solicitation. We do not require bids or proposals at this stage; we merely seek your expression of interest along with the technical capacity for participating in any future tenders;
    • A response to this Request for Information does not automatically ensure that you will be selected to participate in the tender
    • UNICEF reserves the right to change or cancel the requirement at any time during the RFI and/or solicitation process. UNICEF also reserves the right to require compliance with additional conditions as and when issuing the final tender document or to reject any/all RFI’s without assigning any reasons whatsoever
