The European Securities and Markets Authority (ESMA) is an EU agency established by the European Parliament and Council Regulation 1095/2010 of 24 November 2010.

ESMA offices are in Paris (France) and is counting around 250 employees.

ESMA’s mission is to enhance investor protection and promote stable and orderly financial markets. The mission consists of three objectives:

1. Investor protection
2. Orderly markets
3. Financial stability

Achieved through four activities:

• Assessing risks to investors, markets and financial stability;
• Completing a single rulebook for EU financial markets;
• Promoting supervisory convergence; and
• Supervising specific financial entities.

Description of the services and scope of the contract

The subject of the present call for tenders is the provision of cleaning services for the European Securities and Markets Authority (ESMA).

ESMA is looking for a cleaning company able to:

• provide daily cleaning services between 6 a.m. and 8:30 a.m. (morning shift) and daily janitorial services. This time schedule is indicative and could change upon request;
• provide cleaning services during ESMA’s non-working days or special occasions upon request;
• provide all cleaning products (detergent, window-cleaning, disinfectant, polishing products, waste bins, etc.) and the necessary equipment. All material must be environmentally friendly;
• provide and distribute all consumables (e.g. toilet paper, paper, towels, soap, gel hydroalcoholic and bin bags);
• provide and update a waste management register;
• monitor, control and organise the cleaning services (planning, regular checks, etc.) and pest control checks.

The services that are the subject of this call for tender must be compliant with the “Cahier des Charges Environnemental HQE” (Annex X).
