Framework Contracts for Language Training for the Institutions, Bodies and Agencies of the European Union

The European Commission, Directorate-General for Human Resources and Security, referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. Subject of this call for tenders

The subject of this call for tenders is the conclusion of framework contracts for language training for the Institutions, Bodies and Agencies of the European Union.

The contracting authorities in Belgium and Luxembourg are planning to conclude multiple framework contracts for the organisation and implementation of language training for their staff in Belgium and Luxembourg. CA staff from other locations can be invited to follow language courses taking place in Belgium or in Luxembourg or delivered remotely, those courses can be ordered exclusively by the CA in Belgium and in Luxembourg.

The Contractor will ensure that equal treatment of the CA is strictly maintained in the provision of language training services i.e. the Contractor must provide the same quality and the same service, and the number of trainers required, to all the CA irrespective of size or teaching schedule.

These services relate to the learning of the official languages of the European Union, and all other languages in the world.

This call for tenders is divided into 8 lots:

• Lot 1: Language learning in German
• Lot 2: Language learning in English
• Lot 3: Language learning in Spanish
• Lot 4: Language learning in French
• Lot 5: Language learning in Italian
• Lot 6: Language learning in Dutch
• Lot 7: Language learning in Bulgarian, Croatian, Czech, Danish, Estonian, Finnish, Greek, Hungarian, Irish, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovenian and Swedish
• Lot 8: Language learning in Arabic, Chinese Mandarin, Russian and any other European and non-European language (other than the ones covered in lots 1 to 7)

Tenders may be submitted for any number of the aforementioned lots. Each lot will be assessed independently of any other lot. Tenders which cover only part of one lot or are declared as being conditional on the award of any other lots are not permitted.
