    Item Description:

    The European Commission, Directorate-General for Employment, Social Affairs and Inclusion, referred to below as the contracting authority, is planning to award the contract(s) resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and tender specifications with their respective annexes. All documents are available in the attached ZIP File.

    1. DG EMPL is launching this call for tender with a view to concluding multiple framework contracts with reopening of competition to assist the Commission in implementing the Better Regulation Rules by carrying out supporting studies in the field of employment, social affairs, labour mobility and skills with the purpose of supporting: impact assessment for the design and preparation of policies, programmes and related legislation;
    2. evaluation to assess their effectiveness, efficiency, relevance, coherence and the EU added value.
    3. monitoring their implementation.

    The Better Regulation Package was adopted and entered into force on 19th May 2015 and was updated in 2017.

    “Better regulation” is a way of working to ensure that EU policies and laws are prepared in an open, transparent manner, informed by the best available evidence and backed by the comprehensive involvement of stakeholders to achieve the objectives at minimum cost. Better Regulation covers the whole policy cycle – policy design and preparation, adoption, implementation (transposition, complementary non-regulatory actions), application (including enforcement), evaluation and revision. Work in each phase of the policy cycle is supported by dedicated principles, objectives, tools and procedures. It features notably stakeholder consultation and a quality control through the Regulatory Scrutiny Board.

    The Better Regulation Guidelines and its accompanying toolbox provides guidance on each particular component of the policy making process.
