Item Description:
The purpose of the viewing systems (hereafter binoculars) is to enhance the SMM monitoring capability and broaden its capacity by providing the SMM with a 24/7 observation capability that enables the SMM to visually monitor violations of the Minsk documents. With this tender procedure, the OSCE wishes to acquire a handheld high thermal and spatial resolution viewing system/device for outdoor night monitoring of movements of unlighted persons and equipment. Shall enable night time outdoor observation of personnel and vehicle movements using thermal imaging.
