Development of the Albanian Central Land Information System (ACLIS) & Database

Item Description:

The mission of the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR) is to take forward the EU’s neighbourhood and enlargement policies, as well as coordinating relations with EEA-EFTA countries insofar as Commission policies are concerned. DG NEAR works closely with the European External Action Service and the line DGs in charge of thematic priorities.

By implementing assistance actions in Europe’s eastern and southern neighbourhood, DG NEAR supports reform and democratic consolidation, and strengthens the prosperity, stability and security around Europe. DG NEAR helps to promote EU values, policies and interests in this region, and to contribute to developing the special relationship of the EU with its neighbouring countries.

Subject of the contract

The main objective of the project is to build an integrated cadastral (land administration) system to facilitate and manage applications of citizens and businesses for any service provided by the newly-formed State Cadastral Agency (SCA) (which was formed through the merger of three other organisations). The system should upload and keep updated information on all spatial and legal data related to immovable properties.
