The Global Fund to Fight AIDS, Tuberculosis and Malaria (the “Global Fund”) invites all potential suppliers (the “Bidders”) to submit proposals for the above-captioned Request for Proposals (RFP).
This RFP is comprised of the following sections and attachments:
- Section 1: Terms of Reference
- Section 2: Proposal Requirements and Evaluation
- Section 3: Proposal Submission
- Section 4: Legal Matters
- Annex 1: Certificate of Conformance
- Annex 2: The Global Fund Terms and Conditions of Purchase of Services (“Terms and Conditions”).
Scope of Work
The Global Fund seeks a firm to provide technical assistance (TA) to its country partners in the delivery of programs which ensure the effective utilization of the private sector in responding to the three diseases (HIV, Malaria and Tuberculosis). This scope of work is structured as follows:
- Background to the Private Sector Engagement Strategic Initiative (PSE SI);
- Background to Phase One of the PSE SI;
- PSE SI Phase Two (the focus of this RFP).
Background: PSE SI
The objective of the PSE SI is to support countries to utilise the private sector (which is defined as all non-public players, from big for-profits to small Community and Social Organisations (CSO), one-person pharmacists, non-profit making and other INGOs and NGOs) to deliver more impactful responses to the three diseases, connecting spend better with delivery and increasing program performance in terms of both quantity and quality.
The overall PSE SI process is as follows:
- Identify an opportunity to deliver impact (Phase One)
Engage the relevant stakeholders and identify where private sector engagement (PSE) is failing, is not as effective/efficient as it could be, or where there is a gap it could fill.
- Define success (Starts in Phase One and continues in Phase Two)
What will success look like? In addressing this opportunity, what will ‘good’ performance be (in terms of quantity and quality)?
- Design the operating model and prepare business cases (Starts in Phase One and is refined in Phase Two)
Design and structure each solution/program so that it is most likely to deliver good performance. Consider how to focus it on and incentivize performance. What will be the operating model, and how will it be purchased and managed?
- Deliver (The main focus of Phase Two)
Mobilize and deliver the solution/program with tight performance management (i.e. tracking, reporting and continuous improvement). This will increase its chances of success and enable learning. Build local capacity in the process to contribute to sustainability.
- Learn and inform (Phase Two)
Use the experiences of the four stages above to develop policy and guidelines on PSE for the Global Fund and wider community. Provide evidence through evaluation of program impact in comparison with other programs.
