The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Call for Expressions of Interest
The Government of Kenya has received financing from the ADB towards the cost of the KENYA TOWNS SUSTAINABLE WATER SUPPLY AND SANITATION PROGRAM and intends to apply part of the proceeds for consulting services.
The Agency intends to contract a consultant to provide technical assistance in Monitoring and evaluation, and preparation of quarterly progress reports for the Africa Development Bank Funded Kenya Towns Sustainable Water Supply and Sanitation Program – Athi Cluster.
The scope of work for the Consultant will include but not be limited to:
a) Undertaking review of the result framework and validation of the baseline information,
b) Development of relevant Monitoring and Evaluation tools necessary for the projects,
c) Quarterly on-site progress and compliance monitoring,
d) M&E needs assessment, development of training manuals for M&E capacity building of selected water services providers and Agencies.
e) Undertaking Capacity building in Monitoring and Evaluation of Agencies under Athi cluster and their respective WSPs,
f) Preparation of quarterly and annual progress reports for the three Agencies.
g) Provide day-to-day support on monitoring and evaluation.
The consultancy services will be carried out over a period of 36 Months.
Athi Water Works Development Agency now invites Individual Consultants to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services. The shortlisting criteria for the individual consultants are:
a) Academic qualification of at least a Masters degree preferably in the field of economics and/ or project planning and management (or Equivalent).
b) A certificate or diploma in monitoring and evaluation
c) Experience in similar assignments, specifically experience in undertaking development partners or government funded projects,
d) At least five (5) years of experience in developing monitoring and evaluation systems and undertaking M&E activities including capacity building.
e) Proficiency in Database development and Open data/government/platform expertise.
f) Experience in designing and implementation of monitoring and evaluation systems
g) Strong interpersonal skills and integrity with experience of working in teams; and
h) Excellent written and spoken English is required.
A Consultant will be selected in accordance with the Consultant Guidelines for recruitment of Individual Consultants Section V which states “Individual consultants are selected on the basis of their qualifications for the assignment. Consultants shall be selected through comparison of qualifications of at least three candidates (not to exceed six) among those who have expressed interest in the assignment or have been approached directly by the Borrower. Individuals considered for comparison of qualifications shall meet the minimum relevant qualifications and those selected to be employed by the Borrower shall be the best qualified and shall be fully capable of carrying out the assignment. Capability is judged on the basis of academic background, experience, and, as appropriate, knowledge of the local conditions, such as local language, culture, administrative system, and government organization”
