Item Description:
The World Health Organization (WHO) was established in 1948 as a specialized agency of the United Nations. The objective of WHO (www.who.int) is the attainment by all peoples of the highest possible level of health. “Health”, as defined in the WHO Constitution, is a state of complete physical, mental and social well being and not merely the absence of disease or infirmity. WHO’s main function is to act as the directing and coordinating authority on international health work.
The Western Pacific Regional Office (WPRO) is one of the six regions of the World Health Organization. Headquartered in Manila, Philippines, we work with health authorities and other partners in 37 countries and areas with more than one quarter of the world’s population.
BACKGROUND
Division of Health Systems and Services strives to support countries invest and strengthen COVID-19 care pathways and essential health services which leaves a lasting legacy of stronger health system towards UHC (includes monitoring utilization); to build strong partnerships with ADB, WB, IMF for investing in UHC (including COVID-19 response and vaccine rollout) – including political advocacy and country level partnerships; and develop systems approach for Reaching the Unreached.
HPS contributes to this overarching goal of the division by providing technical and managerial support to countries in prioritizing adequate funding for health and develop strategies for more equitable, efficient and sustainable health financing in the post COVID-19 context; in progressively improving their health systems through strengthening of primary health care approach (preparation of RCM agenda); and in collectively valuing health workers and sustain positive workforce innovations during the COVID-19 response and invest in the fit-for-purpose health workforce for the future
PURPOSE/SPECIFIC OBJECTIVE OF THE ACTIVITY
This consultancy aims to support the Division of Health Systems and Services, Health Policies and Service Design (HPS) Unit of the Western Pacific Regional Office in fostering greater understanding of the role care pathways play in addressing COVID-19, analysing changes and opportunities brought on by COVID-19 towards UHC attainment and leveraging COVID-19 responses in strengthening service delivery and related partnerships with key stakeholders.
DESCRIPTION OF ACTIVITIES TO BE CARRIED OUT
Under the supervision and guidance of the Coordinator/HPS and Director/DHS at the WHO Regional Office for the Western Pacific Region, the consultant will deliver the following:
Output 1: Government supported in developing evidence-informed policy options and systems that strengthen COVID-19 care pathway reform.
Deliverables:
- Provide oversight and technical inputs in COVID-19 care pathway reform to support Country Offices and Member States implement care pathway reform pandemic preparedness and response and the critical role of primary health care in advancing UHC.
- Provide technical analysis to HPS unit and DHS in preparing tailored recommendations on health policy to WCOs and corresponding Ministries of Health.
- Provide technical expertise in developing health systems focused monitoring indicators that reflect care pathway reform
Output 2: Government supported through technical capacity-building and identification of other relevant technical assistance to leverage service delivery related “lessons learned” in responding to COVID-19 for UHC attainment.
Deliverables:
- Collate “lessons learned” in responding to COVID-19 from PHC, telemedicine, HRH, sub-national health care pathways for pandemic preparedness, governance and public financial management analysis’ undertaken by WPRO.
- Based on an analysis of the “lessons learned,” develop draft policy recommendations for health systems for For the Future to advance UHC in WPR member states.
- Provide technical expertise in the roll out of tools and recommendations related to health systems strengthening against COVID-19 and health security in the Region.
Output 3: Effectively managed health care delivery workstream to collaborate with, consult and advise development partners and other WHO technical teams.
Deliverables:
- Prepare technical documents and support logistical coordination of dialogues related to health systems and care pathways reform with UN agencies, donors and other development partners.
- Provide technical analysis and advice to HPS in delivering on care pathway, policy development related to the “reaching the unreached” agenda.
METHODS TO CARRY OUT THE ACTIVITY
The consultant will review relevant documents and publications related to health service delivery (HSD); coordinate with stakeholders including country office counterparts; travel to countries to provide direct support if required and possible; and draft related activity reports.
QUALIFICATIONS & EXPERIENCE
EDUCATION
Essential: Master’s level university degree in public health (in particular on health systems), health policy, health planning and management or service delivery from a recognized university.
Desirable: Training in public policy, development studies, health service development, service delivery, health emergencies, health policy and management or programme evaluation.
EXPERIENCE
At least 10 years of proven professional and working experience in health service delivery, developing strategies on health systems, health policy development
TECHNICAL SKILLS & KNOWLEDGE
- High level of expertise and knowledge in health service delivery
- Expertise in developing health systems strategies
- Good knowledge of building strategic communications
- Knowledge of health systems development and management issues, including service delivery, in developing countries;
- Knowledge of processes for developing and monitoring national health policies, strategies and plans, service delivery, and health coordination mechanisms and partnerships at international and national level
- Working knowledge of UN agencies, WHO or international development organization

ADDITIONAL INFORMATION:
- Place of assignment is Manila, Philippines (depending on the country’s border measures related to COVID-19, STC may work from home country). Due to COVID-19 travel restrictions, the Consultant is expected to work in Manila/home country and conduct and join online meetings with WHO and partners.
- Duration of contract is from 1 May – 31 December 2021 (8 months)
