Item Description:
The European Commission, Office for the Administration and Payment of Individual Entitlements (PMO) referred to below as the contracting authority, is planning to award the contract resulting from the above procurement procedure. The procurement documents consist of the contract notice, the invitation letter, the draft contract and tender specifications with their respective annexes. All documents are available in the attached ZIP File.
The subject of this call for tenders is the provision of consumer credit cards (hereafter “credit cards”) for staff of the participating European Union institutions, agencies and bodies.
The services that are the subject of this call for tenders, including any minimum requirements, are described in detail below.
The contracting authorities intend to provide their officials and other staff, hereinafter ‘the cardholders’, with credit cards to enable them to meet the various expenses incurred during professional travel (accommodation, transport tickets and other expenses), in accordance with 6 the general legal provisions in force. As an ancillary measure, the card may be used for private purposes, subject to compliance with the rules in force.
This invitation to tender will lead to the award of a concession service contract.
The Commission, represented by the Head of Service of the Office for the Administration and payment of individual entitlements (PMO), will sign an interinstitutional concession service contract. The PMO will be the lead contractor, with responsibility for managing the contract, and will represent all participating entities, in particular with regard to interpretation of the contract or making amendments to it. For the rest, the implementation of the contract and operational management is the responsibility of each participating entity, acting with complete autonomy.
Variants (alternatives to the model solution described in the tender specifications) are not allowed. The Contracting authority will disregard any variants described in a tender.
