    Item Description:

    The European Union Agency for Criminal Justice Cooperation (Eurojust) is an EU agency for judicial cooperation in criminal matters. We are committed to transparency and informing European citizens of its activities via various communication channels.

    Eurojust assists prosecutors and other investigators from EU Member States in cases of serious crime where that crime affects two or more Member States, or requires prosecution on common bases, on the basis of operations conducted and information supplied by the Member States’ authorities, by Europol, by the EPPO and by OLAF.

    Eurojust acts at the request of the competent authorities of the Member States or on its own initiative. In some cases Eurojust can act at the request of the European Commission or the European Public Prosecutor’s Office.

    Brief description of the required services

    The scope of the contract is the provision of mobile telecommunication services and other associated services such as the provision of technical support services.

    The contracting authorities

    As indicated in the Invitation to tender & tender specifications, for the acquisition of Mobile Telecommunication services this public procurement procedure is inter-institutional. The European Union’s Judicial Cooperation Unit (Eurojust) and the European Commission’s Joint Research Center located in Petten (JRC Petten) collaborate for efficiency purposes. References in the documents to “the contracting authority” shall be understood as both Eurojust and JRC Petten.

    The lead contracting authority in this public procurement procedure is Eurojust. Consequently, Eurojust will be responsible for the overall management of the resulting Framework service contract, but each individual institution shall be responsible for execution of their own specific contracts.

    To ensure the continued availability of the required services with adequate response and service times as well as competitive pricing, Eurojust and JRC Petten are tendering the provision of their future mobile communication services.

    Eurojust

    The Eurojust Information Management (IM) Unit manages a complete range of Information and Communication Technology (ICT) services to support the core and organisational business processes. Mobile communication is an important aspect of Eurojust’s objective to act as a modern, competent and professional organisation with sound and effective governance arrangements, efficient processes and a positive reputation.

    JRC Petten

    As a General Directorate of the European Commission, the JRC (Joint Research Centre) is a reference centre of science and technology for the European Community.

    The JRC is a research-based policy support organization, working for the EU policy-maker. Due to its nature and activities, the international traffic of telephone calls and data is intense. Moreover, in the last few years, the requirements of mobile telephone services have strongly increased.

    Current environment

    Eurojust:

    Eurojust currently has 370 SIM cards, of which 246 are actively used in Android devices and laptops or tablets (Voice +Data) with a flat rate subscription for unlimited voice in NL and EU and a corporate data bundle of 126,000 MB per month for NL and EU.

    The remaining 244 are either pending deployment, are only recently added and are not actively used yet or are deployed in systems only used in emergency situations.

    JRC Petten:

    Currently JRC-Petten has 67 sim-card-only flat rate subscriptions that offer unlimited voice and SMS and 10 GB of data within the EU. They are actively in use in smartphones, tablets and laptops. The number is expected to increase to 120 subscriptions (50 voice-only, 50 voice+data, 20 data only) in the next 2 years.
