Invitation for Bids – Background

The Multilateral Cooperation Center for Development Finance (MCDF) is established to foster high quality infrastructure and connectivity investments. The MCDF Management Information System (MIS) intends to provide a robust, scalable platform for the Secretariat to record, track and analyze information and data necessary for the efficient and transparent management and accountability of its day-to-day operations. It aims to: (1) To digitalize the Secretariat’s business processes to allow the better oversight on consistency, efficiency,effectiveness. (2) To support the Secretariat’s day-to-day operations to reduce the amount of manual work that imposes limits on time and accuracy. (3) To record and track the Secretariat’s communication with relevant stakeholders* to enhance the efficiency and transparency. More specifically it serves for the secretary operations on the MCDF general decision making, pipeline approval, project monitoring purpose and contact management.

Target Solution Outline

The AIIB is looking to procure a cloud-based digital solution along with end-to-end project implementation and production maintenance and support. The contract duration is up to two years, which may include:

• License subscription or software product
• Implementation service
• Production maintenance and support service after the go-live MCDF MIS should include but not limited to the following major requirements. Please refer to section 5 and 6 for detailed functional requirements.
• Manage user access and profile information
• Maintain the contacts database
• Support the Governing Committee (GC) decision making process
• Support the project pipeline and approval process
• Support the project monitoring process
• Generate report based on the data supported by the system
• Allow system admin to perform support and maintenance tasks
• Any authorized access to this platform needs to be secure, efficient and stable
