Provision of Canteen Operator, Catering and Other Related Services

The European Border and Coast Guard Agency, hereinafter referred to as “Frontex”, being contracting authority is planning to award the public contract referred above. The procurement documents consist of the contract notice, the invitation letter, the draft contract(s) and technical specifications with their respective annexes. All documents are available in the attached ZIP File.

Subject of this call for tenders

The purpose of this procurement procedure is to ensure provision of canteen, cafeteria, catering, coffee & kitchenettes services and other related services, as well as provision of supplies to kitchenettes by concluding a framework service contract with a professional and experienced canteen and catering service provider.

FRONTEX PREMISES

The Frontex headquarters (HQ) is located in two buildings. In the first one, Warsaw Spire B, situated at Plac Europejski 6, 00-844 Warsaw, the Agency occupies all levels (L01-L14), which is an area of 19 133 sqm of net office space. In the second one located in the very vicinity, at Wronia 31, Frontex currently occupies six floors of net 3 941 sqm. In 2023, Frontex will expand the HQ premises with an additional surface of net 3 699 sqm (fit out works are in progress).

HQ Premises gives room to approximately 1300 workstations and is expected to grow to about 1500 at the end of 2023. A group of persons (at the moment around 70) works in 24/7 shifts.

Currently, due to COVID-19 restrictions, Frontex staff is divided in two weekly shifts and not more than 50% of the personnel is present in the office at the same time.

It is also foreseen that some 4 000 sqm of additional office area will be leased in Warsaw in 2023 (“ETIAS Building”). The location of the ETIAS Building is not defined yet. It will not be situated in the close vicinity of current premises, but at least 1,5 km away from Plac Europejski. Approximately 150 persons will be working there in standard office hours, and some of them (concrete figures still to be defined) will be working in 24/7 shifts. All services & supplies to be procured under this tender shall be also delivered to the ETIAS Building, except for the canteen & cafeteria services detailed under paragraph 3.6. As the ETIAS Building is not leased yet, a separate order only for services in the new location will be prepared at a later stage, requiring additional dedicated resources from the Contractor. The financial proposal (unit prices) submitted for this tender shall remain applicable.

The contract shall pertain to the Frontex HQ and to the ETIAS building.

The Frontex HQ is a typical office facility with associated areas. The premises comprise closed layout office rooms, open office areas, conference areas, smaller and larger meeting rooms, kitchenettes and areas with special purposes. The access to the Frontex premises is restricted. All visitors and deliveries are checked by Frontex Security; entry may be denied if any security issues and/or considerations arise.

In Warsaw Spire Building B there are two cargo elevators close to the loading ramps. Those ramps are located in the basement -2. They are accessible by lorries of a maximum height of 3 m. The elevators are of the following size and capacity: width 1,4 m (door width 1,3 m), depth 2,45 m, height 2,85 m and nominal load 1,600 kg.

In Wronia 31 building, there is neither typical delivery zone for big lorries nor a cargo lift. Consequently, only regular cars (up to 2m high and 6m long) may enter; the trucks are not allowed. All deliveries take place on -1 level. The elevator, accessible from the same level, has the following size and capacity: width 1,350 mm (door width 1,300 mm), depth 2,070 mm, door height 2,070 mm and nominal load 1,650kg. The lobby doors are 1.4 m wide (2x 0.91m) and 2.09 m high. The corridors are 3.3 m high.

As all the deliveries have to be scanned before entering Frontex Headquarters, all the materials, detergents etc. must be delivered to Warsaw Spire B, scanned and checked, and only then transported to Wronia 31 building.
