Item Description:
The African Development Bank Group (AfDB) or Banque Africaine de Développement (BAD) is a multilateral development finance institution. The AfDB was founded in 1964 and comprises three entities: The African Development Bank, the African Development Fund and the Nigeria Trust Fund. The AfDB’s mission is to fight poverty and improve living conditions on the continent through promoting the investment of public and private capital in projects and programs that are likely to contribute to the economic and social development of the region. The AfDB is a financial provider to African governments and private companies investing in the regional member countries (RMC).
Request for Expressions of interest
The Lapsset Corridor Development Authority (LCDA) has received financing from the African Development Bank through the NEPAD – Infrastructure Project Preparation Facility (NEPAD-IPPF) Special Fund toward the cost of Transaction Advisory Services and related Technical Assistance on the LAPSSET Corridor Project – Lamu Port Development, and intends to apply part of the agreed amount for this grant to payments under the contract for individual consultancy services aimed at enhancing the development of Lamu Port and Lamu Special Economic Zone.
The Individual Consultancy services required are as follows: –
- Individual Consultancy Services for the development of Terms of Reference for consultancy for development of a Detailed Master Plan and Land Use Plan for the Port of Lamu.Development of Terms of Reference, scope of work and tender documents to be used in the procurement of a Consultancy Firm to undertake detailed Master planning and Land Use planning for the Lamu Port Area. This will determine all the various areas within the port and provide for optimal movement of cargo in and out of the port, while allowing for expansion and enhancement of services in future.Applicants should have a degree in any of the following fields of study: Land use Planning and Management, Physical Planning, Maritime Planning, Project Management, Civil Engineering, Economics or other related field of study with at least 10 years of experience in the field of study.
- Individual Consultancy Services for a Demand and Comparative Analysis study for the Port of Lamu and Lamu Special Economic Zone.Analysis of the demand for Lamu Port and Lamu SEZ within the region. Comparative analysis of sea ports and SEZs within the same area of influence as Lamu, their capacities, facilities, cargo types and comparative advantages. Comparison of cargo handling costs and turnaround times for movement of cargo into and out of these ports. Recommend measures to be taken to optimize cargo handling at Lamu Port, and building synergies between the port and the SEZ.Applicants should have a Master’s degree in any of the following fields of study: Economics, Transport Economics, Project Management, Strategic Management, Business Development, Business Administration, Maritime Business & Management, Logistics, Trade or other related field of study with at least 15 years of experience in the field of study.
- Individual Consultancy Services for the Port of Lamu and Lamu Special Economic Zone Marketing Strategy.Development of a Marketing Strategy to promote the utilization of Lamu Port by customers. Analyze potential risks to the utilization of the Port and develop mitigation measures. Propose applicable incentives to improve the competitiveness of the Port. Development of an effective branding and marketing campaign for the Port of Lamu, to be executed by the implementing agency.Applicants should have a degree in any of the following fields of study: Marketing, Business, Economics, Corporate Communication, Graphic Design, Accounting, Project Management, or other related fields from a recognised institution, or other related field of study with at least 10 years of experience in the field of study. The individual should also demonstrate a track record of success in branding and marketing projects.
- Individual Consultancy Services for development of a Communication Strategy for the Port of Lamu and Lamu Special Economic Zone.Identification and analysis of all stakeholders under the projects and define key messages to be disseminated to them. Determination of the potential communication methods and channels for communicating to these target groups, and specify mechanisms that will be used to obtain feedback on matters discussed.Applicants should have a degree in any of the following fields of study: Communication, Sociology, Psychology, Law, Social Sciences, Community Organization & Advocacy, Public Administration, Social Justice, Human Development, Community Development, or other related field of study with at least 10 years of experience in the field of study.
- Individual Consultancy Services for the development of an Infrastructure Components Sequencing Plan and Utility Requirements Study.Development of an Infrastructure Components Sequencing Plan, proposing a preferred order in which the LAPSSET Corridor Project components may be implemented, taking into consideration the synergies in developing certain project components together/in close succession. In addition, a study on Utility requirements for the Port of Lamu and Lamu SEZ by identifying the utility gaps including but not limited to water, electricity, fiber optic cabling, sewerage, waste water, and propose capacity enhancement measures as required.Applicants should have a degree in any of the following fields of study: Environmental Science, Civil Engineering, Electrical Engineering, Mechanical Engineering, Project Management or other related field of study with at least 10 years of experience in undertaking other related studies. The individual should also be registered with a professional body in good standing.
LCDA now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (CVs, brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.). Consultants should include their indicative costs for the assignment as part of their submission.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations”, dated August 2015 , which is available on the Bank’s website at http://www.afdb.org.
