Supply, Delivery, Installation, Testing, Commissioning and Preventive Maintenance Service of Fire and Jockey Pump Set at ADB Headquarters

The Asian Development Bank (ADB), a multilateral development finance institution headquartered in Manila, Philippines, wishes to receive bids for the provision of Supply, Delivery, Installation, Testing, Commissioning and Preventive Maintenance Service of Fire and Jockey Pump Set at ADB Headquarters (hereinafter referred to as the “Services”).

The Services shall cover the provision of the equipment and deployment of skilled personnel, related tools, transportation, materials and supervision in accordance with the policies, standards and procedures established by ADB.

Bidding is open to all firms and only bidders meeting the following requirements will be considered:

1. have the nationality of eligible country in accordance with the List of ADB Eligible Member Countries. The Bidder shall be deemed to have the nationality of a country if the Bidder is a citizen, or is constituted, or incorporated, and operates in conformity with the provisions of the Laws of that country for a minimum of ten (10) years;
2. along with its sub-contractors, if any, have not been sanctioned nor be ineligible to enter into transactions with ADB or any other multilateral development bank or institution;
3. must have a sound financial and credit position i.e. positive net worth;
4. along with its sub-contractors, if any, have no pending litigations that represent more than fifty percent (50%) of its net worth;
5. must show proof of demonstrating experience of at least two (2) projects similar in nature for this requirement i.e. Supply, Delivery, Installation, Testing and Commissioning of Fire and Jockey Pump Set;
6. should submit (a) product data indicating the equipment or product selections, (b) shop drawings, (c) Bill of Quantities with costing, and (d) project schedule including the delivery time;
7. equipment offer should comply with Appendix 1.2 Technical Specifications. The bidder should submit the equipment selection, pump performance curve, factory test result that the motor-pump sets and engine-pump sets passed the ADB Fire Sprinkler System pressure requirements;
8. must offer maintenance program after the warranty period, with maintenance cost for 5 years under contract; and
9. past performance of services at ADB (if applicable) or on ADB funded projects (if applicable) will be taken into consideration.

Bids should be received before the deadline indicated in the sourcing event.

ADB reserves the right to accept any application, and to annul the bidding process and reject all bids at any time, without thereby incurring any liability to the affected Bidder or Bidders or any obligation to inform the affected Bidder or Bidders of the grounds for ADB’s action. This Invitation to Bid does not entail any commitment on the part of ADB either financial or otherwise. Any cost in the preparation of bid shall be borne exclusively by the Bidder.
