    Request for Expression of Interest (REOI)

    The Royal Government of Cambodia (RGC) has received financing from the AIIB in the form of a loan toward the cost of National Restoration of Rural Productive Capacity Project (NRRPCP), which has the objective to sustain the rural economy and livelihood of vulnerable rural population and returning migrants affected by the COVID-19 pandemic, and intends to apply part of the proceeds for consulting services.

    The consulting services (“the Services”) include preparing good quality engineering designs, emphasizing on value for money, road safety, climate resilience, green solutions, resource efficiency using the prevailing practices and best practice examples and innovative solutions: The designs are to be prepared using the prevailing practices, manuals, codes, and other technical documents in Cambodia and best practices examples available under externally financed projects and internationally. This will include:

    • To carry out the engineering, economic and initial environmental and social studies of the proposed rural road sub-projects;
    • To carry out the detailed engineering design of proposed rural road sub-projects;
    • To prepare cost estimate and bidding documents;
    • To undertake economic cost-benefit analysis of each subproject

    The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

    The Ministry of Rural Development, NRRPCP, now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

    • Firm’s previous project experience in providing service relevant to the Rural Infrastructure Sectors (10%);
    • Firm’s previous project experience in Consulting Service for Detailed Engineering Design Rural Road Infrastructure (70%);
      • The experience in similar nature of work must be in the preceding 5 years;
      • The minimum contract value of each assignment must not be less than USD 500,000.00 or any amount justifiable given the inflation rate to each completed/ongoing assignment in the preceding 5 years.
    • Firm shall have minimum average annual service turnover of USD 1,500,000.00, calculated as total certified payments received for contracts in progress and/or completed within the last 3 years (20%);
      • It must be clearly indicated in audited financial statement certified by recognized audit firms that are members of the Kampuchea Institute of Certified Public Accountants and Auditors (KICPAA).
    • Firm’s previous Work experience with international organizations/agencies (Such as WB, ADB, IFAD, JICA, and International NGOs in Cambodia is an advantage.

    Key Experts will not be evaluated at the shortlisting stage.

    The attention of interested Consultants is drawn to Section II, paragraph 4.4, and paragraph 4.9 of the AIIB’s “Procurement Instructions for Recipients” June 2, 2016, setting forth the AIIB’s policy on conflict of interest and eligibility.

    Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

    A Consultant will be selected through the selection based on Least Cost Selection (LCS) method as set out under regulations governing public procurement within the Kingdom of Cambodia in accordance with the Procurement Manual for Externally Financed Project/Programs in Cambodia, Revised December 2019.
