Request for Expression of Interest (REOI)
The Government of People’s Republic of Bangladesh (hereinafter called “GOB”) has received a grant from the AIIB toward the cost of the “Technical Assistance Project with Feasibility Study for Madunaghat-Bhulta 765kV Transmission Line Project” (hereafter referred to as “the Project”). Power Grid Company of Bangladesh Limited (hereinafter called “the Employer” or “PGCB”), the executing agency of the Project, intends to employ a firm of consultants (hereinafter called “the Consultant”) for the Consulting Services to prepare detailed feasibility study report, project documents including bidding documents, engineering layout, single line diagram etc. and get assistance in DPP preparation, bid evaluation and award as per ToR.
On the above context, PGCB intends to prepare a shortlist of consulting firms.
The Power Grid Company of Bangladesh Limited under the Ministry of Power, Energy and Mineral Resources now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Firm must be experienced of completing projects that include preparation of feasibility study report, bidding documents, technical specifications etc. of 765kV/higher voltage class projects and project documents including bidding documents of transmission lines and bay extensions. Documentary evidence like completion certificate with scope or contract agreement including scope etc. must be provided for the projects submitted by the firm as their competency in EoI. The EoIs would be reviewed on the basis of the following:
a) General Experiences (Registration of firm, Background with brochures showing their experience, facilities and areas of expertise etc.);
b) History of Litigation;
c) Description of similar assignments;
d) Experience in similar works for 765kV/higher voltage projects;
e) Financial Soundness of the firm;
f) Availability of appropriate professional qualifications and experiences among staff and resources to carry out the assignment in PGCB,
g) Experience of working in similar geographical area;
h) Other documents as mentioned in detailed EoI document.
The requested compositions of consulting team, qualifications, experiences and tasks for each expert are outlined in the draft terms of reference (ToR).
While indicating information relating to (c, d), it shall be made clear whether responsibility of the firm was in capacity of a principal firm (lead partner) or as an associated firm (sub-consultant/JV partner) with detail scope of the service. Consultants are requested to submit the following supporting documents against the above mentioned criteria: (a) Registration paper of the firm(s); (b) JV agreement/letter of intent (if applicable); (c) Firm’s brochure; (d) Audited financial reports for last three years; (e) service experience record (including nature, total cost, total input in terms of man month, employer, location of service, detail scope of services etc.)
Consultants may associate to enhance their qualifications, but should mention whether the association is in the form of a “joint venture” or “sub-consultancy”. In the case of an association, all members of such “association” should have real and well defined inputs to the assignment and it is preferable to limit the total number of firms including their associates to maximum of three.
A Consultant will be selected in accordance with the QCBS (80:20) method (lump sum) set out in the ToR.

Expressions of interest (EoI) shall be delivered in a written form in one original and two copies in a sealed envelope by November 02, 2021 at 1700 hours BST to the Company Secretary, Power Grid Company of Bangladesh Ltd., Head office (2nd Floor), Avenue-03, Jahurul Islam City, Aftabnagar, Badda, Dhaka-1212, Bangladesh. The submission should be clearly marked as “Consulting Services for Technical Assistance Project with Feasibility Study for Madunaghat-Bhulta 765kV Transmission Line Project”. Potential firms may submit their Expressions of interest (EoI) through email in the address se.contract@pgcb.gov.bd before the time mentioned above.
Any application submitted later than the specified date and time or submitted through telex/fax will not be entertained.
